This BAA seeks industry solutions to develop and demonstrate an end-to-end Ka-band relay service, including space, ground, launch, integration, and operations elements. The service must be backward compatible with heritage TDRSS Ka-band users without requiring modifications to their onboard systems. NASA anticipates multiple initial Firm-Fixed-Price (FFP) awards, with progressive downselects based on demonstrated performance, technical credibility, commercial viability, and budget. Proposed solutions are expected to be supported by a broader commercial business case beyond NASA. The demonstration should establish a capability with at least two concurrent paired links, scaling to eight for full operational services.

Phased Acquisition Strategy

The BAA is structured into multiple phases:

  • Phase 1 (~6 months): Concept Maturation and Risk Reduction. Multiple FFP awards anticipated by September 2026.
  • Phase 2 (~15 months): Capability Development and Integration of ground and space segments. Option exercise for downselected contractors around February 2027.
  • Phase 3 (~6 months): On-orbit Flight Demonstration and End-to-End Verification. Option exercise around May 2028 to support flight demonstration by June 2028 and verification through September 2028.
  • Phase 4: R&D phase-out and services transition (separate action).
  • Phase 5: Broader competition for long-term operational services.

Key Requirements

The end-to-end relay service must provide continuous, global Ka-band communication, supporting bidirectional Forward and Return links. Critical aspects include:

  • Backward Compatibility: With legacy TDRS Ka-band users.
  • Security: Comprehensive cybersecurity, information assurance, cryptographic, and cloud security controls (NIST SP 800-53, CNSA 2.0).
  • Service Volume: Altitudes from 0 km to 1,500 km, latitudes between +/- 75 degrees.
  • Compliance: NTIA and ITU spectrum allocations.
  • Restrictions: Prohibited from operating within or traversing countries listed in Country Group D; no bilateral participation or collaboration with China or Chinese-owned companies.

Proposals will be evaluated on Technical Capability (700 points) and Management (300 points), with price evaluated for reasonableness.
