Sources Sought Synopsis

The 42d Contracting Squadron is seeking information from industry regarding Netwrix Data Classification Software Licensing. This is a sources sought synopsis to gather market information and assist in determining the appropriate acquisition strategy. No solicitation currently exists, and proposals should not be submitted at this time.

• No Proposals: This is not a solicitation. The government will not award a contract based on this notice.
• Response Incorporation: Portions of responses may be incorporated into a future solicitation.
• Confidentiality: Respondents are discouraged from submitting competition-sensitive or proprietary information.
• No Reimbursement: Costs incurred in responding will not be reimbursed.
• Format: Oral submissions will not be considered.

Respondents are asked to provide:

General Information:

• Company name, address, POC, contact details.
• Business type (small, 8a, large, etc.).
• NAICS code typically used for similar requirements.
• Customary commercial contract terms or conditions.

Capabilities:

• Review the attached DRAFT Statement of Requirements (SOR), specifically paragraph 2.0.
• Provide manufacturer specifications or product literature demonstrating Netwrix Data Classification Software licensing meets the SOR requirements.
• If capable of providing via SAM.gov Schedule, provide:
  • Product name, item number, specifications, and data sheets.
  • SAM.gov Contract Number.
  • Excerpt from SAM.gov reflecting the product.
  • Expiration date of the SAM.gov contract.
• Address capability to provide licensing that:
  • Runs reliably across different computing environments.
  • Supports deployment within containerized architectures.
  • Grants full integration rights with legacy and modern server infrastructures.
• Confirm capability to mitigate and protect from PII leakage.
  • Will products seamlessly integrate with existing Air Force network infrastructure without modification?
  • Are the products authorized to operate on Air Force systems?

"Draft" Statement of Requirements (SOR)

Statement of Requirement (SOR)

To procure a 12-month license renewal and support service contract for Netwrix Data Classification Software for the 42nd Communications Squadron at Maxwell AFB, AL. This software is critical for PII mitigation and containment on the SAN, preventing PII leakage.

• License Renewal: Netwrix Data Classification License Keys (per server) and Data Classification Automated Metadata Publishing Service (per server).

• Support Services: Includes providing updated licensing keys, access to version upgrades, and unlimited 7x24x365 technical telephone support.

• Period of Performance: Base Year (27 Sep 2026 - 26 Sep 2027) with four (4) separate Option Years.

• Security: Unclassified services only. No CAC required. Contractor must notify the contracting officer 30 days prior to on-base performance, providing employee names, contract details, and performance locations.

• Installation Access: Contractor personnel require base identification and vehicle passes as prescribed by Air Force regulations. Specific procedures for obtaining passes and vehicle inspections are detailed. REAL ID-compliant credentials are required for access.

• Traffic Laws: Compliance with base traffic regulations is mandatory.

• Wireless Electronic Devices: Contractor shall not establish their own IT systems or networks without explicit permission.

• Firearms and Ammunition: Prohibited on Maxwell AFB/Gunter Annex for non-law enforcement personnel.
