NeuroStar TMS Therapy System Preventative Maintenance and Service Agreement for Naval Medical Center Portsmouth

Performance Work Statement (PWS)

To provide preventative maintenance and out-of-warranty break-fix repair services for the NeuroStar TMS Therapy System located at Naval Medical Center, Portsmouth, VA (NMCP), ensuring minimal downtime for patient treatment.

• Annual service contract including technical support (phone/remote).

• Preventative maintenance (PM) performed annually, ideally before June 15th, but no later than the last day of the month, in accordance with Original Equipment Manufacturer (OEM) recommendations.

• Full coverage for parts, labor, and travel charges for repairs.

• Full coverage for hardware, software upgrades, and all software maintenance/updates.

• Corrective maintenance services, including on-site repairs and calibration.

• Use of Original Equipment Manufacturer (OEM) parts for all services.

• Contractor must be qualified/authorized by the OEM, with current certifications.

• Provide Field Service Reports (FSRs) within two days of service completion.

• Provide telephonic communications and a 24/7 response center for service calls.

• Respond via telephone within 4 hours and aim for on-site service within 48 hours for corrective maintenance.

• Replace defective parts at contractor's expense to restore equipment to 100% operational condition.

• Provide software updates at no additional cost.

• 100% of scheduled PM completed annually within the month of June (Zero deviations).

• 95% of corrective maintenance calls receive telephonic response within 4 business hours.

• 95% of corrective maintenance calls receive on-site response within 48 hours.

• 95% of FSRs submitted to BME within 2 business days of service completion.

• 100% of contractor personnel must be OEM certified and current.

• Period of Performance: October 1, 2026 – September 30, 2031 (with an optional 6-month extension).

• Geographical Location: Naval Medical Center, Portsmouth, VA.

• Contractor personnel must wear identification badges.

• Contractor must report to the Biomed department upon arrival and departure.

• Contractor must have ready access to OEM replacement parts.

• All test equipment must be calibrated and compliant with relevant standards.

• Contractor must verify employment authorization for personnel.

• Base access procedures must be followed (DBIDS, SECNAV 5512/1).

Request for Information (RFI)

This RFI seeks to identify potential sources capable of providing preventative maintenance and service for the NeuroStar TMS Therapy System. The Defense Health Agency (DHA) at Naval Medical Center Portsmouth (NMCP) is assessing if these services are commercial in nature and is gathering information for a future requirement. This is for planning purposes only and does not constitute a solicitation. No offers will be accepted at this time.

The current contract for NeuroStar TMS Therapy System Preventative Maintenance and Service Agreement at NMCP is expiring on September 30, 2026. Vendors must be Original Equipment Manufacturer (OEM) authorized service providers.
