This Area of Interest (AoI), issued under the AFIMSC SPEED Commercial Solutions Opening (CSO), seeks innovative solutions to modernize the Air Force Civil Engineer (AFCEC) legacy Civil Engineer (CE) Information Technology (IT) portfolio. The effort aims to implement secure, cloud-ready architecture, execute comprehensive data modernization, and integrate Artificial Intelligence (AI)-enabled analytics to enhance installation readiness, resilience, and data-driven decision-making.

• Modernization of legacy applications (refactoring, re-platforming, re-hosting, replacement).

• Data modernization, integration, and migration for enterprise analytics.

• Reduction of internal IT duplication and increased interoperability/data integration.

• System interface and workflow optimization.

• Secure cloud or hybrid-cloud enablement.

• Application sustainment and continuous improvement using Agile and DevSecOps practices.

• Comprehensive cybersecurity support, including Risk Management Framework (RMF) expertise, Assessment & Authorization (A&A), Vulnerability Management, and Security Engineering.

• Full lifecycle support for existing applications, focusing on sustainment, maintenance, and minor modernization.

• Functional and business systems analysis to bridge the gap between user needs and technical teams.

• AI, machine learning (ML), and advanced analytics capabilities for predictive analytics, intelligent automation, data-driven decision support, and natural language processing.

• Solutions must be secure, explainable, auditable, and responsible.

• Support for systems including ERPIMS, IIT, AFCEC Portal, Administrative-IR, RDM&S, and other CE IT IEO-managed systems.

This document outlines a Commercial Solutions Opening (CSO) for the "Streamlining Procurement for Effective Execution & Delivery (SPEED)" initiative by the Department of the Air Force, Air Force Installation and Mission Support Center (AFIMSC). The CSO aims to competitively procure innovative commercial items, technologies, and services to fulfill requirements, close capability gaps, or provide technological advancements. It utilizes a streamlined acquisition process authorized by DFARS Subpart 212.70, resulting in FAR-based contracts under Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors are eligible.

• The CSO is an "Open, Blanket CSO with Area of Interest (AoI) Calls." AFIMSC components will post AoI Calls during the CSO Open Period.

• Submissions are processed in spirals:

  • Spiral 1: Submission of a solution video (max 5 minutes, HD 1920x1080, .mp4, under 1.0gb) or a written solution brief (max 5 pages or 15 slides). Submissions must define the problem, accelerate the mission, advance the state of the art, and describe the business model. No proprietary pricing is requested at this stage.
  • Spiral 2: Presentation/Pitch/Demo to demonstrate technical and business viability. May include a rough order of magnitude (ROM) price and notional schedule.
  • Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation of terms and conditions.

• Specific requirements for each AoI Call will be detailed in the Call itself.

• Contract type will be fixed-price, potentially including fixed-price incentive fee contracts.

• The CSO Open Period is from September 1, 2025, to August 31, 2030. The Ordering Period may extend up to 12 months beyond the CSO Open Period end date.

• Period of Performance for individual awards will vary and be addressed in each AoI Call.

• Spiral 1: Evaluated based on responsiveness to the AoI, technical merit, and price/affordability (ROM for briefs). Ratings: Highly Recommended, Selectable, Not Selectable.

• Spiral 2: Evaluated on relevancy, technical merit, uniqueness, technical risk/maturity, ROM risk, schedule risk, business viability, and IP risk.

• Spiral 3: Technical and Price Proposals will be evaluated for acceptability and fair/reasonable pricing.

• All communications must be UNCLASSIFIED via email to the listed POCs.

• Full and open acquisition, considering all interested vendors, including small businesses and non-traditional contractors.

• Foreign-owned firms should notify the Contracting POC.

• Amendments and Calls will be issued via www.sam.gov.

• Companies must have a Unique Entity ID (UEI) and be registered in SAM prior to award.

• Dialogue with the Government does not constitute a commitment to fund or award.
