Project Overview
The existing primary network core node in Building 5 has been condemned, necessitating the relocation of critical fiber optic infrastructure to a newly constructed CS facility at Muñiz Air National Guard Base. This project is mission-essential to make the new facility fully operational and maintain all base network services.
Scope of Work
The contractor will be responsible for engineering, installing, terminating, and testing new and augmented fiber optic infrastructure. This includes providing all necessary personnel, labor, equipment, tools, and materials. The work involves installing new primary and physically diverse redundant connections (12-strand and 72-strand single-mode fiber optic cables) between the new CS facility and key base buildings. All installations must comply with TIA/EIA standards, and deliverables include "As-built" drawings and comprehensive test reports. A Quality Control Plan (QCP) is required, and performance will be monitored via a Quality Assurance Surveillance Plan (QASP).
Contract Details

Set-Aside & Eligibility
This procurement is a 100% Total Small Business Set-Aside. Offerors must demonstrate their technical proficiency and capability to perform the work. In accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work.
Submission Requirements
Offerors must complete Blocks 17A and 30 of the SF-1449 form and submit a Business Capabilities Statement (maximum 10 pages). This statement must address past performance on similar requirements, task and subcontractor management experience, specific technical skills, and how the company will meet the 50% performance rule. A company profile including business status, number of employees, annual revenue, office locations, and CAGE number is also required.
Evaluation & Award
Award will be made to the lowest priced quote that fully meets all government specifications. Quotes failing to meet the schedule, requested documentation, or described specifications will be deemed unacceptable. The government reserves the right to award without discussions. Past performance will be evaluated on an acceptable/unacceptable basis.
