Quick Summary
The Department of the Air Force is conducting market research for the New Generation Ammunition & Munitions Equipment (NGAME) program, seeking sources for designing, developing, manufacturing, and sustaining innovative munitions material handling equipment (MMHE). This effort aims to establish a robust industrial vendor base and modernize MMHE, with a significant emphasis on Nuclear Certification and digital engineering. A 10-year Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) with an estimated ceiling of $920M is anticipated.
Purpose & Scope
The primary purpose is to identify potential sources for MMHE, including Ammunition Loading Systems, Small/Large Munitions Trailers, "Family" of Jammers, and other Munitions Handling Units. The scope involves the full lifecycle support for MMHE, from design and development to testing, manufacturing, and sustainment. A key focus is on integrating new hardware/software, incorporating digital engineering (model-based systems engineering, simulation), and ensuring compliance with Nuclear Certification (AFI 63-125). Testing requirements may include Developmental Test (DT), Qualification Test and Evaluation (QT&E), Operational Testing (OT), and various production-related tests.
Contract Details
The government anticipates awarding a 10-year Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract (MAC). This MAC will feature on-ramp and off-ramp provisions, allowing for vendor additions or removals. The anticipated period of performance is a two-year basic period with four, two-year options, totaling ten years. The total estimated program ceiling is $920M. Multiple IDIQ contracts will be awarded to responsible and acceptable offerors.
Key Requirements/Capabilities
Offerors should demonstrate expertise in:
- Design, development, integration, test, and production of MMHE.
- Production of MMHE capable of transporting, loading, unloading, or assisting armament buildup.
- Digital Engineering/Model-Based Systems Engineering (MBSE) and associated tools.
- Innovation and modernization of MMHE.
- Providing technical orders, maintenance/material manuals, and training/operation manuals.
- Adherence to the 'digital domain' and CMMC Level 2 compliance will be critical.
Industry Day & Future Steps
A virtual Industry Day was held on March 18-19, 2026, with Q&A sessions. The earliest Request for Proposal (RFP) release for the platform is expected no earlier than December 2026, with a 30-45 day proposal submission window. Technical requirements will be submitted at the order level.
Eligibility & Evaluation
Both large and small businesses were encouraged to participate in the initial market research. For the future RFP, evaluation will use a "Technically Acceptable" source selection methodology. Factors include:
- Technical Proposal: Demonstrated experience in MMHE OEM manufacturing or delivery of technical/engineering data, supported by work samples.
- Small Business Participation: Adequate approach to meeting Small Business Program objectives (e.g., 19.00% for Small Business, 5.00% for SDB).
- Price Proposal: Evaluated for reasonableness but not rated. There will be no small business set-asides for the multi-award or task orders. Foreign participation will not be allowed.
