Justification for Sole Source
Communications and Power Industries (CPI) Palo Alto has been identified as the only known source capable of producing, repairing, and rebuilding the CWI TWTs. This is due to proprietary rights, unique manufacturing processes, and ISEA certification. Market research, including a sources sought synopsis, was conducted but yielded no responses from other potential sources. While the Government holds Government Purpose Rights to funded design improvements, these cannot be used independently without the initial design, and CPI has declined to sell technical data rights. NSWC Crane currently has no plans to compete future contracts for these items but will reassess if another qualified source emerges.
