This document is a Past Performance Information Questionnaire (PPIQ) intended to be completed by a customer or reference to evaluate a contractor's performance on a previous contract. It is used to gather information on the contractor's technical and management effectiveness.

• Performance Measures: Sections for Technical Effectiveness/Timeliness of Performance and Management Effectiveness, with specific factors to rate.
• Rating Scale: Adjectival ratings from Excellent (E) to Unsatisfactory (U), with definitions for each.
• Remarks: Sections for both outstanding and unsatisfactory performance comments.
• Reference Completion: Fields for the customer's POC to provide printed name, signature, and date.

Bidders will likely need to provide this form to their past performance references. The completed questionnaire will be used by the government to assess the bidder's past performance on similar contracts. Understanding the questions and rating criteria will help bidders prepare their references and potentially identify areas where they can highlight strengths or address past challenges.

Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain support services for the Technical Training Center (TTC) Simulator Configuration Control Program, which enables the NRC training program for inspectors, license examiners, and others. This supports the NRC's mission to provide reasonable assurance of adequate protection of public health and safety, promote common defense and security, and protect the environment.

• Provide on-site and off-site support for TTC simulators, including hardware, software, and general support.

• Hardware support includes preventative maintenance, corrective maintenance, modifications, network administration, and computer administration.

• Software support includes modifications, issue identification, troubleshooting, testing, updates, and configuration control.

• General support includes simulator operations, component control, and documentation.

• Simulator engineering expert support for advanced tasks beyond on-site capabilities.

• Support services are required for simulators at the TTC and potentially new installations.

• Core support hours are 7:30 am to 4:15 pm, Monday to Friday, with potential for additional hours as authorized.

• Services must be performed to the standards outlined in the SOW.

• Contractor must track warranties for purchased items and provide them to the COR.

• Contractor must maintain accurate records of all purchases and track costs.

• Contractor must develop and maintain a component control system.

• Contractor must report known planned or unplanned outages.

• Contractor must provide monthly status reports, kickoff meeting summaries, transition-in/out plans, and other documentation as required.

• The contract is for simulator support at the TTC.

• Software support is primarily off-site.

• On-site hardware support is performed at the TTC.

• Travel to the TTC for software support is infrequent and requires COR authorization.

• This is a non-personal services contract.

• Contractor must attend a kickoff meeting within 7 days of award.

• Contractor must designate an on-site manager/lead contact.

• Contractor must coordinate with the COR for changes to support hours and work.

• Contractor must comply with Section 508 – Information and Communication Technology Accessibility requirements.

• Contractor must comply with applicable regulations, publications, manuals, and local policies.

• Government-furnished property (GFP) will be provided for on-site and off-site support.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for Simulator Configuration Support Services for the U.S. Nuclear Regulatory Commission (NRC) Technical Training Center (TTC) Simulator Configuration Program. The government is procuring support services to provide a single point of accountability and coordination for the NRC in the delivery of these services.

• Support Services for the Technical Training Center (TTC) Simulator Configuration Program.

• Detailed service qualifications and technical expertise are outlined in "Attachment 2 - SOW".

• The contract will be a hybrid contract, primarily firm-fixed price with a Time-and-Materials CLIN.

• Anticipated award date: July 31st, 2026.

• Period of Performance:

  • Base Year: 07/31/2026 – 07/30/2027
  • Option Year 1: 07/31/2027 – 07/30/2028
  • Option Year 2: 07/31/2028 – 07/30/2029
  • Option Year 3: 07/31/2029 – 07/30/2030
  • Option Year 4: 07/31/2030 - 07/30/2031

• Place of Performance: NRC Technical Training Center (TTC), 5746 Marlin Road, Suite 200, Chattanooga, TN 37411-5677, United States.

• Quotations are requested. A separate written solicitation will not be issued.

• Interested companies must provide quotations for the Base Year and all Option Years.

• Award will be made to the quoter whose quotation is deemed most advantageous, considering cost/price and other factors.

• Security requirements for IT Level I and Level II access, including background investigations and clearances, are detailed.
