Statement of Work (SOW) / Performance Work Statement (PWS)

To provide fresh sandwiches, salads, wraps, desserts, and microwavable food items for resale in Navy Exchange Service Command (NEXCOM) Ships Stores aboard U.S. Navy ships.

• Furnish all supplies, parts, and equipment for acquiring and shipping specified food items.

• Items must be listed by Universal Product Code (UPC) within the NEXCOM Ships Store Program's Resale Operations (ROM 3) system.

• Deliveries are required to NB Norfolk and Newport News Shipyard.

• Items individually packed in food-grade containers.

• Items must be freshly prepared and delivered within 24 hours of production.

• Product contents for specific varieties must remain constant without prior approval.

• Maintain modern sanitary conditions in accordance with commercial practices.

• Achieve a 90% fill rate for each individual order.

• Provide Quarterly Usage Reports within 30 days after the end of each quarter.

• Contract Type: Single-award indefinite quantity.

• Ordering Period: Five years.

• Regulatory Compliance: Adhere to FDA, state, and local health codes, sanitation, and safety standards. Maintain all required licenses and permits.

• Staff Training: Ongoing training in food handling, preparation, sanitation, safety, and serving procedures. Annual Tuberculosis testing for all assigned staff.

• Food Preparation Center (FPC): Must conform to state/local requirements with a minimum 90% sanitary inspection rate. Must be free from pests, have adequate storage, hot/cold running water, separate handwashing sinks, and security protocols.

• Food Storage: Perishables at or below 41°F, frozen at or below 0°F, shelf-stable between 50°F and 70°F.

• Ordering: Via NEXCOM Resale Operations Management (ROM) Version III system, transmitted electronically to Navy Electronic Commerce On-Line (NECO).

• Invoicing/Payment: Via Electronic Data Interchange (EDI) or NECO upload.

• Pricing: Unit prices at award serve as catalog pricing. Any price changes require submission to the Contracting Officer with supporting documentation. New items may be added post-award via modification if approved.
