Scope of Work

These items must be listed by Universal Product Code (UPC) within the NEXCOM Ships Store Program's Resale Operations (ROM 3) system. Deliveries are required to NB Norfolk and Newport News Shipyard. The anticipated scope includes items such as sandwiches (hoagies, artisan, flatbreads, breakfast), wraps, salads (entrée, craft), noodle/quinoa bowls, entrees, snack trays, fresh cut fruit, yogurt parfaits, desserts, and breakfast items. Performance standards require individually packed items, fresh preparation and delivery within 24 hours of production, consistent product contents, adherence to modern sanitary conditions, a 90% fill rate per order, and quarterly usage reports.

- Cover Sheet: Company name, address, DUNS, CAGE Code, POC, business size, and small business designations.
- Capabilities Statement: Demonstrating ability to meet SOW requirements, including feedback on vague areas or questions.
- Product List: Variety of fresh food options similar to Enclosure 1.
- General Pricing: For market research purposes only.
- Certifications: Approved vendor under Worldwide Directory of Sanitarily Approved Food Establishments (if applicable).
- Logistics: Food grade containers/packaging, product freshness duration, lead time for delivery.
- Business Details: SAM.gov UEI/CAGE, size status (SDVOSB, WOSB, etc.), manufacturer/distributor status, compliance with Limitations on Subcontracting and Non-Manufacturer Rule, Buy American Act conformity.
- Past Performance: At least one relevant contract within the past five years, using the provided "Past Performance Information Form." Experience in DoD/DoN is preferred.
