Purpose & Scope

This RFI aims to identify readily available COTS or NDI solutions for the MFoCS capability, which provides ruggedized computing power to over 100,000 Army vehicles and tactical operation centers. The Army is looking for next-generation processing technologies, high-definition multi-touch displays, expanded RAM, and higher-capacity solid-state storage, building on two decades of experience.

Key Requirements & Questionnaire

Respondents are asked to provide a company profile and address a detailed questionnaire covering:

  • Company Overview: Experience in ruggedized/military computing, risk mitigation for component shortages, lead times, supply chain.
  • Solution Type: COTS or NDI (status, availability).
  • Compliance: NDAA compliance, environmental survivability (MMC Environmental and Quality Control Specification v1.5), cyber maturity (FIPS-140, NIST 800-171, NIST 800-53), support for SBU-E and SECRET data.
  • Technical Specifications: Compliance with Interface Control Document (ICD), computing power, RAM, GPS (including military GPS capability, key loading/protection, assurance), size (dimensions, weight, power, cooling).
  • Features: TPM 2.0, two SSD bays (data retention), secured BIOS.
  • Commercial Aspects: Product cost (single unit, bulk discounts, licensing), availability, production capacity, minimum sustaining rate.
  • Maintenance Interface: Device interface for maintenance, configuration, provisioning, use of open standards, data rights.

  • Format: MS Word or PDF, limited to ten (10) pages (excluding company information and charts).

Technical Data Access

Access to the restricted Technical Data Package (TDP) or Interface Control Document (ICD) requires specific credentials:

  • Active DD Form 2345 (Militarily Critical Technical Data Agreement).
  • Current DDTC Registration (ITAR Part 122).
  • Matching CAGE Code and SAM.gov registration.
