These require a field of view of 120 mil / 6.75 degrees daylight and 125 mil / 7 degrees night, with a distance capability of not less than 12 km during the day and 3 km at night.
- 5 Thermal Monocular Sights Day/Night with Uncooled Focal Plane Arrays (640x480 or 320x240 pixels).
- 5 Binocular Video Recorders equipped with stabilizers, digital zoom, laser rangefinder, and GPS, supporting video recording up to 1080p resolution and a 20.4 MP view sensor.

Evaluation and Award
Award will be made to the Lowest Price Technically Acceptable (LPTA) offer. The Government reserves the right to evaluate only the lowest-priced offeror for technical capability, proceeding to the next lowest if the prior is unacceptable. Award may be made without discussions. Proposals must meet or exceed characteristics in SOW paragraph 3.1.
Special Requirements
- Warranty: A standard 1-year warranty is required. A no-cost warranty covering workmanship and material defects for a minimum of one year, starting at shipment pickup, is mandatory for FMS. This includes an operational manual for warranty claims and a 30-day repair turn-around time. Contractor is responsible for transportation costs for warranty items. Warranty markings must be applied.
- Certifications: Offerors must provide CMMC Level 2 Self (or higher) certification.
- Technical Data Rights: The foreign government (Albania) will receive the same rights in technical data and computer software as the U.S. Government, excluding computer software source code.
- Packaging & Marking: Must comply with ASTM D 3951-18, ISPM 15 for Wood Packaging Material (WPM), and MIL-STD-129R. Inspection and acceptance will be at the source/origin.
- Shipping: Vendors must submit a Shipping Instructions Request (SIR) to DCMA transportation 15 days prior to pickup. No partial shipments are allowed.
- Training: Contractor employees may require AT Level 1, OPSEC, and PERSEC training.
- IUID: Item Unique Identification (IUID) is required for items costing $5,000 or more, or Government serial numbered items, per MIL-STD-130N.
