This notice is a Request for Information (RFI) from the National Institute of Standards and Technology (NIST) to conduct market research. NIST is seeking information on the availability and capability of small businesses and other than small businesses to provide preventative maintenance and emergency services for the Continuum and I/NET building automation systems at the NIST Gaithersburg, MD campus. This notice is for market research purposes only and is not a solicitation.

NIST has attached a draft Statement of Work (SOW) for review. The anticipated services include labor, supervision, tools, material, and equipment for preventative maintenance and emergency services for building automation systems.

• Anticipated Period of Performance: 1-year Base Period with four (4) 1-year Option Periods.

• Information Requested:

  • Company details (name, address, POC, UEI, website).
  • Validation of company size status under NAICS 541519.
  • Active SAM.gov registration status.
  • Suggestions for improving the draft SOW for clarity and competitiveness.
  • Suggested evaluation factors for award.
  • Standard commercial pricing information (optional).
  • Estimate for draft SOW requirements (optional, not a proposal).
  • Description of company's safety program.
  • Explanation of compliance with DOT and other applicable regulations.
  • Details on ability to complete SOW tasks.
  • For small businesses: ability to comply with FAR 52.219-14 (Limitations on Subcontracting) if a small business set-aside.
  • Alternative NAICS code suggestions, if applicable.
  • Information on GSA MAS or other federal contract vehicles.
  • Identification of any unduly restrictive requirements in the draft SOW or BACKGROUND section, with suggestions for improvement.

NIST is specifically seeking information regarding the capability of small businesses. Respondents must indicate their business size status relative to NAICS 541519. Small businesses are asked to comment on their ability to comply with subcontracting limitations.

• Responses should not contain proprietary, classified, confidential, or sensitive information.
• NIST may follow up with respondents for clarification.
• Information provided will be used for market research to determine acquisition strategy.
• NIST is not obligated to award a contract or pay for information submitted.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide preventative maintenance and emergency services for the Andover Continuum and I/NET building automation systems at the NIST Gaithersburg Campus, ensuring these systems remain in proper operating order.

• Systems Covered: Andover Continuum (versions 1.94 and 1.74) and I/NET (version 7).

• Locations: Maintenance services are required for specific buildings across the NIST campus, including Buildings 217, 218, 219, 203, 301 (Warehouse), 318, 101, 222, 230, and 301 (Rooftop Units).

• Major Work Areas:

  • Data Backup (monthly or upon software/programming changes).
  • Graphics Revisions at applicable workstations.
  • Programming Diagnostics and recommended corrections.
  • Field Panel Diagnostics and optimization recommendations.
  • Control Loop Evaluation and Tuning for peak efficiency.
  • Consultation with NIST DDC personnel for hardware/software issue resolution.
  • Emergency Service for diagnosing and resolving NIST-identified problems, with a 24-hour response time.

• Reporting: Written reports required for each service visit detailing date, time, duration, and service provided, submitted within 5 days of the visit.

• Quality Control: Contractor must submit a Quality Control Plan (QCP). NIST will validate execution through reviews of reports, inspections, and timeliness of corrective actions.

• Emergency Response: 24-hour response time for emergency service.

• Period: 1-year Base Period (8/1/2026 – 7/31/2027) with four (4) 1-year Option Periods.

• Place: NIST, Gaithersburg Campus.

• Service Hours: Normal business hours (7 am – 5 pm Monday through Thursday), excluding Federal Holidays, unless emergency service is required.

• Personnel Security: Contractor personnel must comply with HSPD-12 requirements, including background investigations (Low Risk – Tier 1).

• Access: Technicians require a NIST badge (allow 30 days for processing).

• IT Security: Adherence to NIST IT security protocols is mandatory. NIST will scan systems annually for vulnerabilities.

• Deliverables: Safety Plan (prior to field work), QCP, Planned Service Schedule, and PM Reports.

• Invoicing: Service must be completed before submitting invoices.
