This document outlines the detailed specifications for gloves required for the opportunity. It specifies requirements for three types of gloves: Powder-Free Latex, Powder-Free Nitrile - Black, and Powder-Free Nitrile - Light Shade.

For each glove type, the following specifications are detailed:

• Dimensions: Length, Cuff Thickness, Palm Thickness, Finger Thickness.
• Material Properties: Tensile Strength, Elongation, Protein Level, Material type (Latex or Nitrile).
• Physical Characteristics: Sterility (Non-Sterile), Shape (Ambidextrous), Color (Natural, Black, or Light Shade with specific contrast requirements).
• Sizing: Available sizes range from X-Small to XX-Large.
• Cuff: Standard examination length (9.5"), Beaded.
• Interior/Exterior: Powder-Free, Chlorinated, Polymer-coated interior; Fully textured exterior.
• Usage: For single use only.
• Preferred Packaging: 100 gloves per dispenser box, 10 boxes per case.
• Compliance Standards: Must comply with ASTM D3578 Standards (Latex) or ASTM D6319 Standards (Nitrile).

Bidders must ensure that any gloves they propose to supply meet all the specifications detailed in this document. Documentation demonstrating compliance and chemical-resistance performance is required upon submission of the quote.

Solicitation / RFP / RFQ

This Request for Quotation (RFQ) from the Federal Bureau of Investigation (FBI) Procurement Section aims to establish a firm-fixed-price, single-award agreement for the acquisition of laboratory gloves. This procurement falls under FAR Parts 12 and 13 and is a Total Small Business Set-Aside.

• Acquisition of laboratory gloves designed to protect personnel from chemicals during laboratory operations.

• Specific products required:

  • POWDER-FREE LATEX GLOVES (Natural)
  • POWDER-FREE NITRILE GLOVES (Black)
  • POWDER-FREE NITRILE GLOVES (Light Shade)

• Gloves must comply with ASTM D3578 (Latex) and ASTM D6319 (Nitrile) standards.

• Each box of gloves must have visible markings including Manufacturer Date, Expiration Date, Lot #, and country of origin.

• Documentation demonstrating compliance and hand protection from laboratory chemicals/liquids must be provided with the quote.

• New products only; no grey market products accepted.

• Contract type: Firm-fixed-price.

• Period of performance: As needed through 9/30/2026.

• Delivery timeframe after Receipt of Order (ARO): 5-7 days.

• Quotes must be valid for at least 90 days after the closing date.

• Shipping is FOB Destination to specified FBI Laboratory addresses in Quantico, VA, and Redstone Arsenal, AL.

• Quotes must be submitted via email to lrcalvert@fbi.gov by 05:00pm EST/EDT on 04/17/2026.

• Quotes sent via other means (telephone, facsimile) will not be considered.

• Award will be made to the responsible offeror with the Lowest Price Technically Acceptable (LPTA) quote.

• All product specifications and return policy details must be provided with the quote.

• Quotes must be for a quantity of 1 Case (10 boxes) for each specified line item.

• Questions regarding the solicitation must be submitted via email to lrcalvert@fbi.gov no later than 04/13/2026, at 5:00pm EST.

• This is a Total Small Business Set-Aside. Only quotes submitted by small business concerns will be accepted.

• Contractors must be registered in SAM.gov at the time of award.

• The FBI utilizes an electronic invoicing system (IPP); invoices submitted by email will not be accepted upon award.

• Various FAR and FBI-specific clauses are incorporated by reference, including those related to electronic invoicing, public release of information, organizational conflict of interest, and holidays.
