This solicitation is for the "NM - Refuge Law Enforcement Vehicle Upfitting" project. The government intends to award a firm-fixed-price order for upfitting F250 USFWS Law Enforcement vehicles. The award will be made to the offeror whose submission documents conform to the requirements and offers the best value, considering technical approach, impact of upfitting location, lead time, past performance, and price.

• Upfitting of F250 USFWS Law Enforcement vehicles.

• Vehicles are to be delivered to an upfitting facility. Transportation to a state other than AZ, TX, NM, or OK must be arranged and paid for by the awardee.

• The upfitting must be in accordance with the attached statement of work.

• Delivery Date: 10/31/2026

• Period of Performance: 05/07/2026 to 10/31/2026

• Lead time for completion after receipt of order is to be provided by the offeror.

• Quotes Due: April 28, 2026, at 2 PM Central Time.

• Submission Method: Email to dana_arnold@fws.gov as a combined/single PDF file.

• Evaluation Factors: Technical approach, impact of upfitting location on Government monitoring and acceptance of work, lead time for completion after receipt of order, past performance, and price.

• This acquisition is set aside for Small Business.

• NAICS Code: 336320 with a Size Standard of 1,000 employees.

• The solicitation incorporates FAR clauses and provisions by reference, including those related to Buy American, submission instructions, and evaluation criteria.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and upfit emergency response vehicles for Federal Wildlife Officers (FWOs) to support their patrols and investigations, ensuring safe and effective emergency response.

• Upfitting of vehicles to Class A law enforcement units according to National Wildlife Refuge System Law Enforcement Standardization and Marking (451 FW 1).

• Installation of emergency lighting, audible warning devices, center control console, and other mission-specific equipment.

• Vehicles must be identical in terms of installed components and wiring routes.

• Wiring must be consistent, standardized, and include weatherproof sheathing.

• A basic wiring and fuse box diagram must be provided for each completed vehicle.

• Installed equipment must withstand extreme vibration and climate conditions.

• Mounting locations for accessories should consider resale value, minimizing exterior body holes.

• All original equipment removed must be returned with the vehicle.

• Vehicles must be patrol-ready within 150 days of contract award or vehicle availability.

• Upfitting must adhere to pre-established standards and public safety standards.

• All installed equipment must be compliant with manufacturer instructions.

• Wiring must minimize risk of electrical failure, mechanical failure, and fire.

• Upfitting to be completed within 150 days of vehicle availability.

• Work may be performed at the vendor's facilities or off-site locations.

• DRLESW will transport vehicles within the AZ/TX/NM/OK region.

• A minimum twelve (12) month warranty on all work is required.

• Major components and sub-assemblies must be warrantied by their manufacturers.

• Vendor must address installation defects within a specified timeframe and geographic area.

• Specific equipment requirements include lightbars, grill-mounted lighting, rear lighting, light cut-off switches, consoles with power outlets, light/siren controllers, dual rifle/shotgun gun racks, custom modular police package wiring harnesses, programmable battery saver/kill switches, rechargeable flashlights, radio-ready wiring, roof antennae, vehicle graphics, DECKER drawer systems, brush guards, winches, and leveling kits.

• Decal installation instructions and placement measurements are provided for consistency.
