Amendment / Modification

This document provides additional instructions and clarifications related to FAR 52.212-1, "Instructions to Offerors – Commercial Items." It specifies that the following information shall be received by NAVSEA Service Contracts Division, Norfolk Naval Shipyard, no later than the solicitation's closing date.

• Award Procedures: The requirement will be awarded using Federal Acquisition Regulations FAR Part 12 (Acquisition of Commercial Items) and FAR Subpart 13 (Simplified Acquisition Procedures).
• Quotation Submission: Interested vendors should reply via email to zakiya.a.clark.civ@us.navy.mil.
• Proposal Content: Quotes must include:
  • Technical Capability
  • Price Submission
  • Acknowledgement of any amendments
• Technical Capability Proof: Vendors must provide proof/certification of compliance with required certifications and qualifications outlined in the solicitation attachments. This information should enable a thorough evaluation of whether proposed products meet government requirements.
• Price Submission Details: Submit one original signed copy of the completed Standard Form (SF) 1449, along with executed copies of all Amendments, and executed Representations and Certifications. Signed copies can be submitted electronically to zakiya.a.clark.civ@us.navy.mil. Quotes must align with the Solicitation Schedule and will be held firm for sixty (30) days.
• Questions Deadline: Offerors may submit questions regarding solicitation requirements to Zakiya Clark via email at zakiya.a.clark.civ@us.navy.mil by April 13, 2026. Questions received after this date may not be answered.

This addendum clarifies submission requirements and provides a deadline for questions, which bidders must adhere to.

Solicitation / RFP / RFQ

This solicitation (N4215826QE038) is for the procurement of temporary service power distribution booths. The government is procuring these items to meet operational needs.

• Item 0001 & 0002: Temporary Service Power Distribution Booth.

• Must be manufactured in accordance with NNSY Drawing 2310-192 Rev OI and Specifications for NNSY Drawing 2310-192.

• Requires a Certificate of Compliance.

• Must be mercury-free.

• DFARS 252.211-7003 (Item Identification and Valuation) is applicable, requiring DoD unique identification or a DoD recognized unique identification equivalent.

• Data requirements for CLIN 0001 and 0002 are detailed in Exhibits A and B, respectively, and are not separately priced.

• Pricing Arrangement: Firm Fixed Price for all CLINs.

• The contract type is not explicitly stated but implied to be Firm Fixed Price based on the pricing arrangement.

• The solicitation includes numerous FAR and DFARS clauses incorporated by reference and in full text, covering areas such as contract administration, payment instructions, hazardous material, packaging, inspection, and representations.

• Delivery to Norfolk Naval Shipyard, Building 276, is required Monday through Friday from 0700 to 1630 local time. Deliveries will not be accepted after 1630 or on federal holidays.
