• Providing a 24/7 emergency response telephone number service for up to 40 separate NMFS facilities.
• Offering 24/7 hotline assistance for Hazardous Materials Shipping, with immediate response by qualified specialists.
• Providing the required Department of Transportation (DOT) reporting form (F5800.1) for hazardous substance or material releases.
• Ensuring all services comply with the Statement of Work (SOW).
• The vendor must be OSHA certified.
• Adhering to confidentiality and data privacy requirements, potentially requiring a Non-disclosure Agreement (NDA).
• Complying with Section 508 of the Rehabilitation Act and providing mandatory sexual assault/harassment prevention training for employees.

• Type: Firm Fixed-Price Purchase Order, awarded on an all-or-none basis with Net 30 payment terms.

Submission & Evaluation

• Submission Method: Electronically via email to raynier.camerino@noaa.gov in PDF or Microsoft Word format. Quote documents must include signed SF 18 and SF 30(s).
• Registration: Offerors must have an active registration in the System for Award Management (SAM.gov) and provide their UEID/CAGE CODE.
• Evaluation Criteria (Best Value Trade-Off): The award will be made to the responsible offeror whose quotation is most advantageous to the Government, considering price and non-price factors. Non-Price Technical Solution (Technical Capabilities and Past Performance) is significantly more important than price. However, price becomes more important as non-price factors become more equal.
