Quick Summary
The Defense Health Agency Contracting Activity (DHACA), on behalf of the United States Army Medical Research Institute of Infectious Diseases (USAMRIID), has issued a Notice of Intent (NOI) to award a Firm Fixed Price contract to Instem, LLC for Pristima XD software license renewals and maintenance. This is a sole source action, and capability statements challenging this intent are due by June 19, 2026.
Scope of Work
USAMRIID requires license renewals, software maintenance, and support services for the existing Pristima XD software. This includes:
- Sustainment and version upgrades for all previously purchased modules.
- Maintenance of the software.
- Help Desk support.
- Provision of necessary software updates/upgrades, including vulnerability patches.
Justification for Sole Source
Instem, LLC is identified as the sole developer, manufacturer, and distributor of the Pristima XD software, retaining all proprietary rights. USAMRIID has utilized this software for many years for mission-critical research, housing extensive historical research data, including GLP and non-GLP histopathology. Transitioning to an alternative platform would compromise data continuity, render historical datasets incompatible, and undermine the scientific validity of ongoing research. Therefore, Instem is deemed the only source capable of ensuring continued operation and integrity of USAMRIID's research mission without unacceptable delays.
