To provide maintenance services for the Distributed Antenna System (DAS) at the National Institute of Allergy and Infectious Diseases' (NIAID) Integrated Research Facility (IRF) at Fort Detrick, Maryland.

• Response Times: Adhering to defined response times based on severity levels (Level 1: Critical, Level 2: Significant, Level 3: Minimal business impact), with varying onsite technician arrival times (4 hours for Level 1, 24 hours for Level 2, 48 hours for Level 3).

• Preventative Maintenance: Conducting quarterly preventative maintenance visits.

• Equipment must be maintained at industry standards/manufacturer specifications.

• Response times for system failures are critical and tiered by severity.

• Period of Performance: One (1) Base Year of 12 months, with three (3) 12-month option years.

• Place of Performance: National Institute of Allergy and Infectious Diseases (NIAID) Integrated Research Facility (IRF) at Fort Detrick in Frederick, Maryland.

• Security: Offerors must obtain Tier 2 - Public Trust level investigations for personnel. Background checks by the U.S. Army are required for access to Fort Detrick. Specific requirements for U.S. citizens and non-U.S. citizens are detailed, including eQIP submissions and potential visitor protocols.

• Access Restrictions: Contractors will not have access to select agent areas and must be escorted in restricted areas.

• Hours of Operation: Business is expected between 7:30 AM – 4:00 PM, Monday through Friday, excluding Federal holidays, though the facility operates 24/7 for research.

• Evaluation Criteria: Best value determination based on technical specifications (Bill of Materials), past performance, timely delivery, and reasonable price. Technical and past performance are more important than price.

The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate with Oneida Communications Inc. for these services. The Distributed Antenna System (DAS) at the Integrated Research Facility (IRF) enhances emergency communications and was upgraded in 2024.
