Quick Summary
U.S. Customs and Border Protection (CBP) is soliciting proposals for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Non-Intrusive Inspection (NII) Relocatable Passenger Vehicle Scanning Systems (RPVSS). This acquisition aims to procure approximately 100 systems to efficiently scan passenger vehicles at border crossings for contraband, allowing occupants to remain inside. This opportunity is not set-aside for small business concerns. Proposals are due April 10, 2026, at 5:00 PM EDT.
Scope of Work
The IDIQ contract will cover the procurement of new, commercially available RPVSS units capable of scanning 150 or more vehicles per hour. Key system requirements include integrated image capture and analysis, License Plate Recognition (LPR), material discrimination, and data integration. Systems must be relocatable, self-contained, and operate reliably in extreme environmental conditions (e.g., -30°C to 50°C, high humidity, winds up to 40 mph). The SOW specifies a minimum five-year failure-free warranty, compliance with radiation safety and IT security standards, and comprehensive training and documentation.
