This Request for Quotes (RFQ) seeks proposals for one (1) non-invasive vascular health assessment device. The government is procuring commercial supplies in accordance with FAR Part 12 and FAR Part 13.

• The primary deliverable is a non-invasive vascular health assessment device meeting minimum specifications detailed in Attachment 2. The TM-Flow System is provided as an example of a technically acceptable device.

• Offerors must provide a detailed overview of the product and technical solutions.

• Multiple quotes for different brands/models and pricing structures (one-year and preferred three-year warranty) may be submitted.

• Delivery is FOB Destination to 4301 Jones Bridge Road, Bethesda, MD 20814.

• The contract type will be a purchase order.

• Delivery is expected after receipt of items.

• Quotes must be submitted via email to the Contracting Officer and Contract Specialist by 15 June 2026, 10:00 PM EST. FAX quotations will not be accepted.

• Questions must be submitted in writing by 10 June 2026, 10:00 PM EST.

• Award will be made on a best-value basis, considering Technical, Past Performance, and Price. Technical specifications may be traded off against price.

• Quotes must be valid for a minimum of 30 days.

• This requirement is a total small business set-aside.

• The North American Industry Classification System (NAICS) code is 339112 (Surgical and Medical Instrument Manufacturing) with a size standard of 1,000 employees.

• Vendors must be registered and active in SAM.gov to be eligible for an award.

• Attachment 1 contains relevant FAR and DFARS provisions and clauses.

• Attachment 2 includes the RFQ Price List and Provisions and Clauses.

• The Government reserves the right to cancel the solicitation.

• It must measure peripheral arterial endothelial function to assess blood vessel response to increased blood flow.
• It must measure peripheral vascular pulsatile volume changes.
• It must analyze photoplethysmography and heart rate variability.
• The device must be quick, performing tasks in less than 15 minutes.
• The device must be portable.
• A minimum one-year warranty is required; a three-year warranty is preferable.
