Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm-fixed price purchase order on a sole source basis to Valinor Labs, LLC for non-personal C++ programming services. This presolicitation is for the modification and enhancement of NOAA's custom Comprehensive Passage (COMPASS) model, which predicts the effects of dam and reservoir operations on juvenile salmon and steelhead survival in the Columbia River hydropower system. Firms believing they can meet the government's requirements may submit substantiating documentation by June 3, 2026.
Scope of Work
The requirement is for a senior C++ programmer with expertise in custom NOAA modeling tools and fish ecology. Key tasks include:
- Completing the graphical user interface (GUI) for the COMPASS model.
- Developing the adult passage module, including dam tailrace delays, fishway passage timing, and reservoir travel time/survival.
- Expanding the model to include travel time and survival in tributaries and the Columbia River estuary.
- Modifying the model to accommodate the life history of fall Chinook, including overwintering in reservoirs.
- Improving model speed, efficiency, and reducing memory usage through code modifications and maintenance.
- Implementing future modifications requested by the West Coast Region office.
Contract & Timeline
- Type: Firm-Fixed Price Purchase Order (Sole Source Intent)
- Set-Aside: Unrestricted (intended sole source to Valinor Labs, LLC)
- NAICS: 513210
- PSC: DA10
- Period of Performance: October 1, 2026 – September 30, 2029 (Base Year + 2 Option Years)
- Response Due (for challenging sole source): June 3, 2026, 8:00 PM ET
- Anticipated Award Date: June 2026
- Published: May 19, 2026
Justification for Sole Source
The NOAA Acquisitions and Grants Office justifies the sole source award to Valinor Labs, LLC due to their unique qualifications. Valinor Labs has prior contracted experience with the COMPASS model, intimate familiarity with its complex C++ code and ecological concepts, and extensive C++ programming expertise. Reprogramming the model in another language would be a significant undertaking, impeding urgent management decisions. This determination was made using Simplified Acquisition Procedures.
