Quick Summary

The Department of the Navy / Marine Corps (22d MEU) is soliciting proposals for Non-Tactical Vehicle (NTV) Rental Services to support operating forces throughout the EUCOM Area of Responsibility (AOR), specifically in Norway, the Baltic states, and Italy. The goal is to establish multiple Blanket Purchase Agreements (BPAs) for vehicle leasing. This procurement is not a small business set-aside. Proposals are due March 27, 2026.

Scope of Work

This requirement covers the provision of various NTVs, including sedans, station wagons, minivans, nine-passenger vans, cargo vans/box trucks, and SUVs. Services include scheduled and unscheduled maintenance, delivery, recovery, and assistance. Vehicles must be no more than three years old, have less than 40,000 kilometers, and be in good working condition. They will be used for personnel and equipment transportation over long distances, including cross-border travel, on paved and unpaved roads. Unlimited kilometers are permitted.

Contract & Timeline

  • Type: Multiple Blanket Purchase Agreements (BPAs) with Firm-Fixed Price (FFP) call orders.
  • Duration: BPA ordering period from January 1, 2026, through December 31, 2027. Individual BPA calls will not exceed 120 days.
  • Value: Master BPAs have an overall limit of $4,000,000.00. Individual BPA Call Orders are limited to the Simplified Acquisition Threshold (currently $350,000).
  • Set-Aside: This procurement is not a small business set-aside.
  • Response Due: March 27, 2026.
  • Published: December 11, 2025 (based on the latest Q&A document).
  • Timeline Note: Master BPAs are anticipated by the first week of January 2026, with the first BPA call estimated for late January 2026.

Evaluation

Award will be based on a best-value approach where technical approach and Past Performance are more important than price. The Government may award to multiple vendors and reserves the right to make partial orders and award without discussions. Offerors must submit a price list (Attachment II) and a Capabilities Statement. Past Performance data is not required for the Master BPA submission.

Additional Notes

Proposals must be submitted in local currencies. Pricing for the Master BPA is for planning purposes only and is not binding; prices for individual call-off requests will be binding. Insurance costs must be incorporated into unit pricing. Vehicles must meet specific minimum specifications and include full coverage insurance per host nation requirements. A 24/7 emergency assistance helpline is required. Background checks for contractor employees and non-disclosure agreements are mandatory.
