Evaluation
Award will be based on a best-value approach where technical approach and Past Performance are more important than price. Offerors must submit a price list (Attachment II) and a Capabilities Statement. Past Performance data is not required for the Master BPA submission.
Additional Notes
Proposals must be submitted in local currencies. Pricing for the Master BPA is for planning purposes only and is not binding; prices for individual call-off requests will be binding. Insurance costs must be incorporated into unit pricing. Vehicles must meet specific minimum specifications and include full coverage insurance per host nation requirements. A 24/7 emergency assistance helpline is required. Background checks for contractor employees and non-disclosure agreements are mandatory.
