Amendment / Modification

This amendment addresses a pre-proposal question regarding the application of Magnetic Particle (MT) or Liquid Penetrant (PT) non-destructive testing (NDT) for the flight deck.

• Clarification on NDT Application: The amendment clarifies that locations requiring weld repair and subsequent NDT (MT or PT) will be identified after the removal of existing non-skid coating and assessment of the deck plate condition. The contractor will follow a sequence of:

  1. Coating removal and surface preparation.
  2. Inspection and identification of weld repairs.
  3. Execution of repairs and NDT verification.

• Compliance: All work and inspections must adhere to applicable NAVSEA Standard Items and JFMM requirements.

• Clarifies requirements related to Nondestructive Testing (NDT) as referenced in Paragraph 3.2.7.1 of the solicitation.

• The due time and date for receipt of offers remains unchanged: 1000 hours, 26 Mar 2026.

• All other terms and conditions remain the same.

Amendment / Modification

This amendment (0001) to Solicitation N6264926R0035 serves two primary purposes:

• Incorporation of Solicitation Document: The original Solicitation (SF33) was inadvertently omitted from the SAM.gov posting on February 3, 2026. This amendment formally incorporates the SF33, which was subsequently uploaded on February 24, 2026.

• Extension of Proposal Due Date: To provide offerors adequate time to prepare proposals based on the complete solicitation package, the proposal due date has been extended.

• Section A - Solicitation/Contract Form: The response due date has been modified.

• The proposal due date has been extended from March 10, 2026, to March 26, 2026, at 10:00 AM JST.

• All other terms and conditions of the original solicitation remain unchanged.

Solicitation / RFP / RFQ

This solicitation is for the replacement of nonskid deck covering on the flight deck of the USS RUSHMORE (LSD-47). The award will be restricted to firms possessing a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR).

• Replacement of nonskid deck covering on the flight deck of the USS RUSHMORE (LSD-47).

• The work is to be performed aboard the vessel at Sasebo Naval Base.

• Contract Type: Firm Fixed Price.

• Period of Performance: September 14, 2026, to June 30, 2027.

• Proposals will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis.

• Technical acceptability is determined by evaluating the proposed labor hours and material costs to ensure understanding and ability to complete the scope of work.

• Proposals must meet minimum requirements; exceeding them will not result in additional credit.

• Offerors must be determined responsible under FAR 9.104.

• Questions are due by February 20, 2026, 10:00 AM Japan Standard Time.

• Proposals must be valid for 90 days.

• Award is restricted to firms with a current U.S. Navy MSRA/ABR Agreement.

• Firms without an MSRA/ABR must apply for one and expect the process may take up to a year.

• Firms not holding a MARAV must substitute "contract" for "job order" in specific DFARS clauses.

• The specifications will be provided as an attachment to the solicitation email and incorporated into the contract.

• Offerors must be authorized to operate and do business in Japan.

• The Government intends to award without discussions, but reserves the right to conduct them.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document details the requirements for replacing the nonskid deck covering on the flight deck of the USS Rushmore (LSD-47).

• Replacement of approximately 17,200 SF of nonskid deck covering on the flight deck, including hatch covers and the flight deck vehicle ramp.

• Application of nonskid deck area around existing surfaces, extending up to 12 inches above deck members, fittings, and coamings (approximately 2,180 SF).

• Build-up weld repair of flight deck plate, deck edge coaming, drain trough, and safety net securing latch foundation (approximately 10 SF).

• Replacement of specific components including drain trough gratings (12 EA), mounting supports (48 EA), deck edge coaming (10 SF), chafing bars (15 LF), fender stowage foundations (5 SF), securing staples (6 EA), safety net securing latch foundations (20 EA), and ensign staff stowage foundations (2 EA).

• Prior to commencement, inspect and test washdown nozzles and deck drains to ensure they are not clogged or damaged.

• Submit a report listing the results of the inspection and testing.

• Remove and install new countermeasure washdown nozzles (20 EA).

• Accomplish requirements for welding, magnetic particle or liquid penetrant testing, and nondestructive testing as specified.

• Clean and preserve new and disturbed surfaces to match the surrounding area.

• Apply new markings using manufacturer's "color topping".

• Submit notification one week prior to application of new markings.
