Scope of Work

The contractor shall provide all professional services, labor, and equipment for the replacement of three existing control panels:

  • Two (2) walk-in freezers (Operating Temp: -18°C) in Building #4482.
  • One (1) walk-in cooler (Operating Temp: +4°C / 25% Humidity) in Building #4484. This includes providing and installing new Norlake control panels (or equal) compatible with existing mounting footprints, all necessary wiring and sensors, temporary thermostat solutions to ensure continuous operation during changeover, site restoration, and on-site training with programming manuals. Work must comply with NEC, OSHA, and ARS 242.1M "Facilities Design Standards."

Technical Requirements

Proposed equipment must meet or exceed specifications for scientific precision (±0.5°C for temperature, ±1% for humidity), monitoring & alarming (dual-probe control for air/product temperature, high/low alarms for air, product, and humidity), and charting & data (integrated temperature charting for all units, integrated humidity charting for the cooler, and paper data logging). Operating ranges must sustain -18°C or lower for freezers and +4°C with humidity below 25% for the cooler.

Contract Details

The Government intends to make one award. The period of performance is 60 calendar days from the Notice to Proceed. Work hours are Monday-Friday, 7:30 AM to 4:30 PM (excluding Federal Holidays).

Submission & Evaluation

Quotes must be submitted on company letterhead and include:

  • SAM.gov UEI Number.
  • Technical Documentation: Descriptive material and a "meets/does not meet" statement for minimum specifications.
  • Pricing: Unit price and total price (including all shipping/delivery costs).
  • Timeline: Estimated lead time/delivery date.
  • Validity: Quote must be valid for at least 60 days.

Evaluation will be based on Price and Technical Capability. Award will be made to the offeror representing the best value to the Government, which may include selecting a superior technical solution even if not the lowest priced.
