NORLAKE WALK-IN FREEZERS AND COOLER CONTROL PANEL REPLACEMENT

This is a combined synopsis/solicitation (RFQ) for the replacement of outdated and malfunctioning Norlake control panels and temperature charting systems for USDA Seed Storage Walk-In Freezers and Cooler Control Panel Replacement Project. The current systems are no longer supported by the manufacturer, and replacement parts are unavailable. This acquisition is a Total Small Business Set-Aside.

• Turnkey replacement of three (3) existing control panels:

  • Building #4482: Two (2) walk-in freezers (Operating Temp: -18°C).
  • Building #4484: One (1) walk-in cooler (Operating Temp: +4°C / 25% Humidity).

• New Norlake control panels (or equal) compatible with existing mounting footprints.

• Equipment must meet specifications for:

  • Scientific Precision: Accuracy of ± 0.5°C for temperature and ± 1% for humidity.
  • Monitoring & Alarming: Dual-Probe Control (Air and Product/Simulated Mass Temperature), High/Low Alarms for Air, Product, and Humidity.
  • Charting & Data: Integrated temperature charting for all units, integrated humidity charting for the cooler, and paper data logging for historical compliance records.

• Operating Ranges: Freezers must sustain -18°C or lower; Cooler must sustain +4°C and maintain humidity below 25%.

• Installation & Continuity: Provide and install all necessary wiring and sensors, including temporary thermostat solutions to ensure continuous operation during changeover.

• Contractor Requirements: Site Restoration, on-site training, and compliance with NEC, OSHA, and ARS 242.1M "Facilities Design Standards."

• Award Type: One award is intended.

• Period of Performance: 60 calendar days from Notice to Proceed.

• Work Hours: Monday-Friday, 7:30 AM to 4:30 PM (excluding Federal Holidays).

• Offer Due Date: April 8th, 2026, 5:00 PM ET.

• Questions Due Date: April 6th, 2026, 1:00 PM ET (via email only to Richard.hawthorne@usda.gov).

• Submission Requirements: Quote on company letterhead including:

  • SAM.gov UEI Number.
  • Technical Documentation: Descriptive material and a "meets/does not meet" statement for minimum specifications.
  • Pricing: Unit price and total price (including shipping/delivery).
  • Timeline: Estimated lead time/delivery date.
  • Validity: Quote must be valid for at least 60 days.

• Evaluation Factors: Price and Technical Capability. Award will be made to the offeror representing the best value to the Government.

The current systems are no longer supported by the manufacturer, and replacement parts are unavailable. This acquisition is a Total Small Business Set-Aside.

• Turnkey replacement of three (3) existing control panels:

  • Building #4482: Two (2) walk-in freezers (Operating Temp: -18°C).
  • Building #4484: One (1) walk-in cooler (Operating Temp: +4°C / 25% Humidity).

• Provide and install new Norlake control panels (or equal) compatible with existing mounting footprints.

• Equipment must meet specifications for scientific precision (± 0.5°C temp, ± 1% humidity), monitoring & alarming (dual-probe control, high/low alarms), charting & data (integrated temp/humidity charting, paper data logging), and operating ranges (-18°C or lower for freezers, +4°C and <25% humidity for cooler).

• Provide and install all necessary wiring and sensors.

• Provide temporary thermostat solutions to ensure continuous operation during changeover.

• Site restoration: Remove and dispose of legacy panels and debris, restore surrounding areas.

• Provide on-site training and programming manuals.

• Work must comply with NEC, OSHA, and ARS 242.1M "Facilities Design Standards."

• Award Type: One award is anticipated.

• Period of Performance: 60 calendar days from Notice to Proceed.

• Work Hours: Monday-Friday, 7:30 AM to 4:30 PM (excluding Federal Holidays).
