Quick Summary
The National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), on behalf of the NCATS Division of Pre-Clinical Innovation (DPI), has issued a Notice of Intent to award a sole source, firm-fixed price purchase order for a comprehensive annual service and maintenance agreement. This requirement covers two (2) Operetta CLS high-content imaging systems, six (6) Opera Phenix confocal microscopy systems, and associated integrated equipment (Flex 750 plate handler/loader, robot fixed cell integration system). The objective is to ensure uninterrupted operation, manufacturer-compliant servicing, and rapid repair of these mission-critical imaging and automation platforms located in Rockville, MD.
Purpose & Justification
The NCATS DPI relies on these high-throughput, high-content imaging systems for translational science initiatives, including phenotypic screening, stem cell characterization, and drug response profiling. Due to the complexity, precision, and continuous utilization of these instruments, any downtime directly disrupts ongoing experiments, leading to potential data loss, wasted resources, and delays to federally funded research. A manufacturer-backed service agreement is essential to maintain uptime, calibration integrity, and the validity of scientific results.
This is a sole source award under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1 (Only One Responsible Source), as no other supplies or services will satisfy agency requirements. The Government plans to award to Revvity Health Sciences, Inc.
Scope of Work
The comprehensive annual service and maintenance agreement includes:
- One (1) annual preventative maintenance visit per instrument.
- Unlimited repair service, including all labor, travel, and non-consumable replacement parts.
- Access to manufacturer-certified service engineers.
- Use of proprietary diagnostic tools, firmware updates, and OEM components.
- Response to service requests within one (1) business day, with on-site service initiated within two (2) business days.
- Provision of applicable software patches, firmware updates, and system upgrades.
- Remote technical support during normal business hours.
