Statement of Work (SOW)

This Statement of Work outlines the provision of D2 Tool Steel Electro Slag Remelt (ESR) Bars, a critical raw material used by the Bureau of Engraving and Printing (BEP) for manufacturing U.S. currency.

• The BEP plans to establish a five (5) year sole source Blanket Purchase Agreement (BPA) for these steel bars.

• The BPA Call will involve manufacturing and delivery of D2 Tool Steel ESR Bars suitable for Electrical Discharge Machining (EDM) wire cutting and die sinking.

• The contractor must supply bars that are pre-qualified, verified, and validated against BEP technical specifications and production processes.

• Finished bars will be delivered to the BEP's Washington, D.C. facility.

• Material: AISI D2 Air Hardening Tool Steel

• Hardness: 58-60 HRC

• Surface Roughness: 0.8-1.6 micrometers Roughness Average (RA)

• Dimensions & Tolerances: Specific dimensions provided for LEPE, Treasury, Universal, and District types.

• Packaging: Bars must be shipped in appropriate packaging to prevent damage.

• Certificate of Conformance (CoC): Required for each batch, including chemical composition, hardness, steel grade, and batch number.

• Warranty: One (1) year written warranty covering materials and replacement of defective parts.

• Defective Definition: Steel bars with excessive surface or internal irregularities (pitting, inclusions, deep scratches, mechanical dents) impacting 25% or more of the cross-sectional area or usable length.

• Performance Period: Five (5) years with twelve (12) month ordering periods.

• Delivery Location: F.O.B. destination to the BEP's D.C. Currency Facility (14th & C Streets SW, Washington DC, 20004).

• Delivery Hours: Monday to Friday, 8:00 AM to 2:15 PM (Local Time). Advance scheduling required.

• Tracking Information: Contractor must provide tracking information to the designated Contracting Officer Representative.

• Packing Slips: Required with specific information (Bill of materials, Supplier Name, Contact Person, Contract Number, Pallet Count, Total Weight, Date/Time of Delivery).

• Notice of Delays: Contractor must immediately notify the CO and COR of any potential delays.

• Notice of Changes: Contractor must inform CO and COR in writing of any deviations from technical requirements, requiring prior CO approval.

• Environmental, Health, and Safety (EHS): Contractors must comply with established BEP EHS requirements.

Notice of Intent to Award Sole Source

The Department of Treasury, Treasury Common Services Center (TCSC) intends to award a sole source Firm Fixed Price (FFP) contract to Redding Steel, LLC for D2 Tool Steel Electro Slag Remelt (ESR) Bars. These bars are a vital raw material used for the production of Surface Pieces for printing United States currency at the Bureau of Engraving and Printing (BEP) facilities.

Redding Steel, LLC is identified as the only tested and approved source capable of manufacturing D2 Tool Steel ESR bars that meet the specifications outlined in Attachment A (Appendix A- Drawing D2 Steel Tool Bars Dimensions & Tolerances). The award is intended in accordance with FAR subpart 13.5.

This notice is not a request for competitive offers, quotes, or proposals. The solicitation will not be posted.
