Justification & Authority
The government intends to award this contract to Glencoe Software on a sole-source basis. Glencoe Software holds exclusive rights to provide commercial licenses, guarantee, warranty, indemnity, and contracted support for OMERO and Bio-Formats. They are the only commercial partner of the OME project, maintaining close ties, daily interaction, and direct access to OME's project and strategic planning. This acquisition is conducted under FAR Part 12 (Simplified Acquisition Procedures), specifically FAR Part 12.102, which allows for single-source solicitations for purchases not exceeding the Simplified Acquisition Threshold (SAT) and exempts them from FAR Part 6 competition requirements.
