- The Native Nexus version of Find-It-First, a CTE system-level knowledge clearing house and analytics platform.
These platforms will support IHS OCPS/DBH in its role as the primary federal advocate for behavioral health, alcohol and substance abuse, and family violence prevention programs for American Indian and Alaskan Native (AI/AN) populations.

Justification & Response
IHS has determined that Sodha Q Enterprises, LLC is the only source capable of fulfilling this requirement due to its unique ability to prototype, deploy, and integrate the specialized Sun+Sky and Native Nexus platforms. Their capabilities include supporting dual-level platforms through technology-enabled, culturally grounded, and Tribal-directed service models, operating under Tribal sovereignty principles, supporting salutogenic resilience development, and providing national data collection without commercialization.
This notice is not a request for competitive purchase orders. However, firms believing they can meet the requirement may submit a capability statement to Daniel Poehling (daniel.poehling@ihs.gov). A determination not to open competition-based responses is solely at the Government's discretion.
