This document announces the Department of Homeland Security (DHS), Federal Emergency Management Agency's (FEMA) intent to award a Firm Fixed Price sole source contract for Individual Assistance Housing Cost Data. This procurement is being conducted under authority of 41 U.S.C 1901, utilizing FAR Part 12 procedures.

FEMA requires a comprehensive, nationwide, line-item residential construction cost database delivered via Microsoft Access. The database must be structured to seamlessly integrate with FEMA's National Emergency Management Information System (NEMIS). Specific requirements include:

• Ongoing software licensing
• Real-time cost index updates
• Technical support
• Automated damage repair calculations
• Survivor assistance determinations

The anticipated contract will have a one (1) year base period and four (4) one-year option periods.

The sole source justification is based on The Gordian Group, Inc. being the Original Equipment Manufacturer (OEM) and exclusive provider of RS Means-branded construction cost data. They possess the unique intellectual property rights and technical capability to supply this specific data framework and its matching APIs, which are essential for integration with FEMA's NEMIS and for automated financial assistance determinations. Market research confirmed no alternative vendor can provide a functionally equivalent database, and any alternate solution would require significant reengineering of FEMA's core systems.

This notice is not a request for competitive proposals or quotations. However, interested parties who believe they can fulfill this requirement should submit a capability statement for government consideration. The government will determine whether to conduct a competitive procurement based on these responses.

Capability statements must be submitted by 02:00pm Eastern Time on June 15, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To develop and maintain a comprehensive database of unit costs for home repair components across all phases of residential construction. This database will support FEMA in establishing accurate repair costs for use in future Presidential Declarations and in providing financial assistance to disaster survivors.

• Develop and maintain a comprehensive database of unit costs for home repair components.

• Utilize R.S. Means data and CSI standards to establish national average costs for each line item.

• Deliver the data through a Microsoft Access database.

• Create a Line Item Mapping Master in Microsoft Excel format.

• Develop a Line Item Database for CONUS, OCONUS, Tribal Nations, and Alaska Regional Areas.

• The contractor must provide two cost types for each line item: Medium Cost (base cost) and High Cost (base cost + 25%).

• Data must be delivered electronically via a FEMA secure portal and updated quarterly.

• Section 508 compliance is required for all ICT deliverables.

• Base Period: 08/01/2026 – 07/31/2027

• Four one-year option periods through 07/31/2031.

• Place of Performance: Contractor's facilities.

• Qualified personnel are required.

• A Single Point of Contact (SPOC) must be designated.

• A Quality Management Plan must be established and submitted within 15 days of award.

• Contractor must attend a Post Award Conference within 15 days of award.

• No access to classified or sensitive information is required.

• Contractor must adhere to Section 508 compliance requirements for all ICT deliverables.
