Quick Summary
The U.S. Army Corps of Engineers (USACE) Cold Regions Research and Engineering Laboratory (CRREL) has issued a Notice of Intent to Sole Source specialized research and development services to Boise State University (BSU). This effort supports an Air Force program by acquiring and processing seismic data and developing a semi-automated seismic refraction interpretation software tool. This is not a request for competitive proposals, but responsible sources may submit capability statements.
Scope of Work
The requirement is for highly specialized R&D services to create a semi-automated seismic refraction interpretation software tool and provide field and technical support. The primary objective is to develop a robust, validated capability to efficiently process and analyze large seismic data sets, extracting critical geotechnical properties such as bulk modulus, shear modulus, and Poisson’s Ratio. The effort will leverage BSU's unique, proprietary, non-commercial codes and specialized geophysics team. Services include software development, delivery, analysis and validation using government data, field data acquisition, upscaling of an automated source and receiver array, and logistical support for government-furnished equipment.
Contract & Timeline
- Type: Special Notice (Notice of Intent to Sole Source)
- Intended Awardee: Boise State University (UEI: MW3ENVJN9ML8)
- Authority: Reformed FAR Overhaul (RFO) 13.101(b)
- Product/Service Code: AC12 (National Defense R&D Services; Applied Research)

Justification
Award to Boise State University is justified on a single-source basis as it is the only known source capable of meeting the Government’s minimum technical requirements. BSU possesses unique capabilities including automated extraction of geotechnical properties linked to a geology response library, direct technology transfer of a prototype automated seismic data acquisition system, an internationally recognized geophysics group, and in-house fabrication facilities for seismic sources and sensor arrays.
Action for Other Vendors
This notice is for information purposes only, and a solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation for consideration. Submissions must provide sufficient detail to demonstrate the vendor’s ability to fulfill this requirement, including past experience and references.
