Quick Summary

The Department of the Air Force has issued a Notice of Intent to Sole Source for Heat Flux Sensor Calibration Services at Holloman Air Force Base, NM. The Air Force Test Center (AFTC) intends to award a Firm-Fixed-Price purchase order to Vatell Corporation. This notice allows other responsible sources to submit capability statements or proposals to challenge the sole source decision. Submissions are due by June 4, 2026.

Purpose & Scope

This opportunity is for NIST traceable calibration services for seventeen (17) government-owned Vatell Thermogage Circular-Foil Heat Flux Transducers (Model TG-2000-42C). These sensors are critical for the 846th Test Squadron (846 TS) at the Holloman High Speed Test Track (HHSTT) to simulate flight-like environments for test mission validation. The scope includes performing calibrations with an accuracy of ±3% or better, in accordance with Vatell Corporation procedure MAP002 or an equivalent, and providing detailed NIST traceable calibration certificates. Calibrations and shipment must be completed within seven (7) calendar days of receiving the equipment.

Contract Details

  • Contract Type: Firm-Fixed Price (FFP)
  • NAICS Code: 334419 (Semiconductor and Other Electronic Component Manufacturing) with a 750-employee size standard.
  • Set-Aside: Unrestricted (intended sole source)
  • Intended Awardee: Vatell Corporation
  • Anticipated Award Date: June 10, 2026
  • Place of Performance: Holloman Air Force Base, NM (for sensor use), contractor's facility for calibration.

Sole Source Justification

Market research concluded that Vatell Corporation, as the Original Equipment Manufacturer (OEM), is the only responsible source capable of meeting the agency's specific requirements. The justification cites the need for exact OEM calibration, the use of their proprietary MAP002 procedure, and the critical nature of the sensors for program objectives. The government conducted market research and inquired with nine potential vendors but identified Vatell as the only reasonably available source. The acquisition will be processed using Simplified Acquisition Procedures under FAR 6.103-1. The government plans to preclude future single-source awards by addressing calibration requirements during initial acquisition planning.

Submission & Response

This notice is not a request for competitive proposals or quotes in the traditional sense. However, responsible sources who believe they can meet the requirements may submit a capability statement, bid, proposal, or quotation for consideration.

  • Submission Deadline: June 4, 2026, at 1200 MDT.
  • Submission Method: All submissions must be electronic.
  • Contact: Charles King, charles.king.42@us.af.mil, 575-572-4181. The Government reserves the right not to compete this proposed action based on responses received.
