Quick Summary
The Department of Energy (DOE) / Western Area Power Administration (WAPA) has issued a Notice of Intent to Sole Source for KY7A Load Tap Changer Retrofit Services at the Headgate Rock Substation in Parker, AZ. WAPA intends to award this contract to Reinhausen Manufacturing, Inc.
Purpose & Justification
This is a sole source acquisition because Reinhausen Manufacturing, Inc. is identified as the only vendor capable of providing the specific parts and services required to repair a KY7A load tap changer (serial number C-05324-5-1). Reinhausen is uniquely qualified to provide a technologically advanced vacuum operated load tap changer (VLTC) bolt-on replacement, which will increase availability for future OEM parts and services while reducing maintenance costs and service intervals for WAPA.
Scope of Work
The services include a comprehensive retrofit process:
- Mobilization and Staging: Crew and equipment mobilization, pre-job briefs, and equipment staging.
- Pre-Retrofit Diagnostics: Extensive pre-testing (Doble power factor, TTR, winding resistance, insulation resistance, oil analysis) and unit inspection to identify issues and leaks.
- Draining & Internal Inspection: Draining of main tank and LTC oil, followed by an initial dew point test and internal inspection of the transformer and LTC leads.
- LTC Retrofit: Disconnecting and removing the existing LTC, installing a new RMV-II with a transition throat via welding, making lead extension connections, and ensuring proper clearances.
- Reassembly & Testing: Re-gasketing accessed manholes, relocating the control cabinet, cleaning welds, sealing the unit, pressure testing, performing a dew point test, vacuuming, and oil filling.
- Final Verification: Comprehensive final testing (Doble power factor, TTR, winding resistance, insulation resistance, oil analysis, operational check of LTC controls).
- Documentation: Reviewing results with WAPA and providing a final report, test results, and as-built/revised drawings.
