This justification is for a noncompetitive award to Pacific Office Automation (POA), identified by UEI XT65F81DNKD1. The rationale states that engaging an alternative source would require a complete overhaul of DSW's phone systems, incurring significant costs and potential disruption. POA is identified as the only responsible source due to their status as the authorized Regional Mitel service provider since July 2019, possessing certified technicians with direct knowledge of DSW's systems, and being an authorized dealer for Mitel products.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a contractor to provide Mitel trained, qualified, and skilled personnel to install, program, and guide the integration of the Mitel WAPA DSW VoIP system with SIP Trunks utilizing a MiVoice SBC.

• Installation of a Mitel Boarder Controller: This includes installing and programming the Mitel MiVoice SBC to support SIP Trunk Services, and programming Mitel Controllers as needed for SIP Trunk Services.
• Startup and Testing: The Mitel VoIP phone system will be tested for complete functionality, including inbound and outbound calls and long distance.
• Warranty: The contractor will warranty their workmanship and any damages resulting from their work. All parts are to be covered by their manufactured warranty or better.

The work will be performed at 615 S. 43rd AVE Phoenix, AZ 85009.

• Contracting Officer (CO): Responsible for contract administration and authorized to make changes to contract terms.

• Contracting Officer's Technical Representative (TR): Responsible for providing technical guidance to ensure contract execution.

• Provide adequate supervision and maintain surveillance over personnel.

• Have a competent on-site representative authorized to act on behalf of the contractor, fluent in English.

• All personnel must be US Citizens.

• Normal work hours are Monday through Thursday, 7:00 a.m. to 4:30 p.m.

• Safety Plan: Required within 10 calendar days after contract award, subject to Western's approval.

• List of Employees: Required within 10 calendar days after contract award, certifying all on-site personnel are US Citizens.

• Work Schedule: Proposed schedule due within 10 calendar days after contract award, subject to Western's approval.

• Compliance: Adherence to all applicable Federal, State, and local laws and regulations, including safety and health codes.

• Licenses and Permits: Contractor must obtain and maintain all necessary licenses and permits.

• Materials, Equipment, and Storage: Contractor to furnish all materials and equipment. Equipment must comply with OSHA guidelines. Materials and equipment shall not be stored on Western property.

• Security: Contractor personnel must be alert to surroundings, notify authorities of suspicious activity, and secure doors and gates.

• Safety: Strict adherence to safety regulations, including reporting of incidents and ensuring all employees are properly trained and qualified. A detailed safety plan is required.

• Government Furnished Items: Government will provide electrical power and water at sites with existing sources. Sanitation facilities are available at some sites.
