Scope of Work
The project requires the provision of Mitel VoIP replacement parts and installation services to facilitate the migration of WAPA's Desert Southwest (DSW) Region's Mitel VoIP session initiation platform (SIP) trunk conversion. Key tasks include:
- Installation and programming of a Mitel MiVoice Session Border Controller (SBC) to support SIP Trunk Services.
- Programming of existing Mitel Controllers for SIP Trunk Services.
- Comprehensive startup and testing of the Mitel VoIP phone system to ensure full functionality, including inbound, outbound, and long-distance calls.
- The contractor must provide a warranty for workmanship and parts.
- All work must ensure full compatibility with DSW's current Mitel software assurance package and existing hardware.

Set-Aside & Justification
This is a Sole Source acquisition. Pacific Office Automation is identified as the only responsible source due to their unique qualifications as the authorized Regional Mitel service provider since July 2019. They possess certified technicians with direct knowledge of DSW's systems and are an authorized dealer for Mitel products. Engaging an alternative source would necessitate a complete overhaul of DSW's phone systems, incurring significant costs (estimated at $1 million) and potential operational disruption.
Submission & Evaluation
This is not a Request for Proposals or Competitive Quotes. No solicitation package will be publicly issued. However, responsible sources may submit a capability statement demonstrating their ability to satisfy the Government's requirements. Responses must provide clear and convincing evidence. The Government retains sole discretion in determining whether to compete the requirement based on responses.
