This document is a Notice of Intent to award a sole source service purchase order to NanoSonics, Inc. for the preventive maintenance of four NanoCare Pro Trophon2 devices located at the US Naval Hospital, Guam. This is not a request for competitive quotes.

• Contracting Activity: Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD).

• Base Year: 8/1/2026 - 7/31/2027

• Option Periods: Four (4) additional option periods, each one year in duration, extending through 7/31/2031.

• NanoSonics is the Original Equipment Manufacturer (OEM) for the NanoCare Pro Trophon2 devices.

• Only NanoSonics personnel are trained and certified by the OEM to service these devices.

• Exclusive use of OEM parts and software is required to maintain equipment functionality and patient safety.

• Unauthorized service or parts will void NanoSonics warranties and service agreements.

• No third-party vendors are authorized for repairs or preventive maintenance.

• Vendors interested in challenging this sole source determination must submit a capability statement.

• The capability statement should include management, technical data, and cost information.

• Page Limit: Maximum six (8.5 x 11 inch) pages.

• Font Size: No smaller than 10-point.

• Due Date: No later than 1:00 pm Chamoru Standard Time, June 18, 2026.

• Submission Format: Microsoft Word or Adobe PDF attachment via email to jocelyn.t.layson-castillo.civ@health.mil.

• This notice is not a request for proposals; no solicitation document exists.

• Only capability statements demonstrating the ability to provide the required services will be considered.

• The government reserves the right to determine whether to compete the requirement or proceed with the sole source award.

• No telephone requests or offers will be honored.

Performance Work Statement (PWS)

To provide full service maintenance and repair for four (4) government-owned NanoCare Pro Trophon equipment.

• Provide all personnel, equipment, supplies, and services for full maintenance and repair of 4 Trophon devices.

• Services include out-of-warranty break/fix repair for 12 months.

• Includes original manufacturer parts.

• Includes 5000 Cycle Major Service.

• Provides two loaner devices.

• Covers shipping costs to and from the service center to USNMRTC Guam.

• Services must be performed in accordance with original equipment manufacturer (OEM) specifications.

• Only fully qualified service engineers and technicians with OEM service school training are permitted.

• Contractor shall develop and maintain an effective Quality Control (QC) program.

• Government will evaluate performance per the Quality Assurance Surveillance Plan (QASP).

• Period of Performance (PoP):

  • Base Year: August 1, 2026 - July 31, 2027
  • Option Years 1-4: August 1, 2027 - July 31, 2031

• Place of Performance: Nanosonics Service Center, 7205 E 87th Street, Indianapolis, IN 46256.

• Contractor personnel must identify themselves as contractor support personnel in all communications.

• Contractor personnel may require background investigations and security awareness training for access to DHA networks.

• Compliance with DoD 8570.01-M, cybersecurity, and HIPAA privacy rules is required.

• Invoicing is authorized monthly after performance begins.

• Government-furnished property, equipment, services, facilities, utilities, and materials are NOT provided by the government, except for potential use of the PIEE/GFP Module application for tracking GFP.
