Justification & Evaluation
Market research, including a Sources Sought RFI posted on March 21, 2025, indicated that the current PTES JH configuration developed by Boeing meets all PTS-G requirements, eliminating the need for a unique variant. The Government's determination is that awarding to any other source would result in substantial duplication of cost not expected to be recovered through competition and unacceptable delays in fulfilling agency requirements. A Sole Source Justification and Approval (J&A) document will be made public within 14 days of contract award.

However, responsible sources may submit a capability statement providing clear and unambiguous evidence of their ability to perform the work without substantial cost duplication or delays.
