Sole Source Justification & Response
The Air Force Test Center (AFTC) conducted market research and determined that AGI, LLC is the only responsible source capable of meeting the agency's requirements, citing FAR 13.106-1(b)(1) and FAR 8.405-6(a)(1)(i)(B). AGI is identified as the sole manufacturer, owner, and supporter of the STK software, with no authorized distributors or resellers offering comparable capabilities.
This notice is NOT a request for competitive proposals. However, responsible sources who believe they can meet the requirement may submit a capability statement, bid, proposal, or quotation. Submissions must be received electronically by May 11, 2026, at 1300 MDT. The Government retains discretion on whether to compete this action based on responses.
