Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Oceanic and Atmospheric Administration (NOAA) is soliciting proposals for Stretch Electro-Mechanical (EM) Cables and a Composite Shipping Container for its Great Lakes Environmental Research Laboratory (GLERL). This acquisition is unrestricted and aims to maintain real-time data streams from offshore observing buoys. Offers are due June 12, 2026, at 0900 Eastern Daylight Time.
Scope of Work
NOAA/GLERL requires the procurement of two (2) 15-meter Stretch Electro-Mechanical (EM) cables to secure observing buoys and provide robust 2-way power and Ethernet communications. These cables are designed to replace existing stretch hoses, integrating directly with pre-existing systems. They function as a bungee-like cord with coiled electrical wires, acting as a mechanical isolator between the surface buoy and lower mooring section, protecting internal electrical cores from wave-induced loading.
Key Requirements / Deliverables
- Two (2) 50' (15m) Ethernet capable stretch hoses with a 1500kg working load and flanges.
- One (1) 45x48x25 Composite Shipping Container.
- Technical Specifications for EM Cables:
- Material: 6061-T6 Aluminum Termination, Rubber Compound, Copper Conductor Wire.
- Conductors: 8 x 22 AWG, 4 x Twisted Pairs 24 AWG.
- Terminations: MCIL8s (22 AWG) and DIL8s (24 AWG) with locking sleeves; male connectors on one end, female on the other.
- Working Load: 900kg.
- Maximum Elongation: 1.5 times standard length.
- Voltage Range: Up to 480V.
- Data Rate: Up to 100 Mbps.
- Flange/Bolt Pattern: 6 x 4.5" diameter x 0.5" bolt pattern.
- Design Life: 5-7 years.
