Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Based Statement of Work (PWS) outlines the requirements for accreditation site visits, membership dues, and maintenance fees for Academic Affairs at the Naval Postgraduate School (NPS). The overarching goal is to assure stakeholders that NPS has been rigorously evaluated and meets or exceeds criteria for accreditation, fostering a culture of evidence and institutional improvement.

• Provide online and in-person support for accreditation processes.

• Conduct campus evaluation visits as per Department of Education (DoE) guidelines.

• Perform substantive change reviews for NPS accreditation.

• Conduct online, telephone, and in-person consultations on accreditation matters.

• A final written report of the WSCUC Team for the Special Visit, prepared by the Special Visit team, in accordance with WSCUC standards and submission requirements.

• The Special Visit Report must be produced by WSCUC designated officials, professionally written, internally consistent, and accepted by WSCUC. It will be inspected 100% upon submission.

• Period of Performance: July 1, 2026 – June 30, 2027.

• Place of Performance: On-site at NPS Monterey or online. The 2026 onsite evaluation is required to maintain accreditation status.

• Minimum Technical Requirements: The accreditor must be an institutional accreditor approved by the DoE.

• Work Week and Hours: Normal working hours are 0730-1630, Monday through Friday, excluding federal holidays, unless otherwise dictated by requirements and approved by the COR.

• Travel: Travel will be reimbursed according to Joint Travel Regulations (JTR). WSCUC or the traveler will pay upfront for travel, food, and lodging, with WSCUC reimbursing the traveler for out-of-pocket expenses.

• Security: All work will be unclassified with no access to sensitive information. Contractor personnel may require background investigations (e.g., NACLC, T3/T3R, SSBI) and Common Access Cards (CAC) depending on access levels to facilities and IT systems. Specific requirements include SF-86 Questionnaire, FD-258 Fingerprint Cards, and Release Statements. Access to IT systems requires IT-II level or higher, contingent upon a favorably adjudicated background investigation. Annual Cyber Awareness training is also required.

• Human Subject Research: Contractor personnel may not support, advise, or conduct research involving human subjects. Any such involvement requires immediate notification to the Contracting Officer and contract amendment.

• Identification of Contractor Employees: Employees must be clearly distinguished from Government employees through identification and badges. Reports must be marked as contractor products.

• Non-Personal Services: Contractor employees will perform duties independently and will not be supervised by Government officials. Tasks will not involve creating Federal policy, obligating Government funds, overseeing Federal employees, or violating FAR prohibitions.

• Transition Activities: The contractor must assist in transition activities if services are awarded to another contractor at the conclusion of the performance period.
