This opportunity is exclusively for current prime contractors holding a Fourth Generation DOE ESPC IDIQ contract. Responses from subcontractors will not be accepted. The contract type is an ESPC Task Order, with a performance period yet to be determined, up to 25 years.

Submission & Evaluation

Expressions of Interest (EOI) must be submitted by April 23, 2026, 5:00 p.m. EST. General questions were due by April 15, 2026. Submissions require technical competencies and experience (up to 8 pages), a management approach (up to 8 pages), and references for past performance. A Cover/Title Page, Table of Contents, and Glossary are permitted outside page limits. Evaluation factors include Technical Competencies and Experience (40%), Management Approach (20%), and Past Performance (40%). The selection process may involve two down-selection steps, leading to one ESCO being chosen to conduct the IGA. Past performance page limitations do not apply to information provided in response to the ESCP Past Performance Questionnaire.
