This is a solicitation for a five-year Indefinite Delivery Requirements (IDR) contract for GENERATOR, ALTERNATI (NSN: 6115-01-676-9896). The government intends to award a single requirements-type basic contract. The government is not obligated to issue any orders, but reserves the right to order any quantity up to or above the estimated quantities for the duration of the contract. Funds will be obligated upon issuance of each delivery order.

• Markings Required: Serial Number Reporting (SNRR), Army Maintenance Management System-Aviation (TAMMS-A), and Item Unique Identification (IUID).

• Packaging: Contractor furnished reusable container is required and its price must be incorporated into the unit price.

• Delivery: Delivery will commence 360 days after contract award (DACA) for all CLINs.

• Contract Type: Firm Fixed Price

• Period of Performance: Five years, with estimated quantities segregated into five, one-year ordering periods.

• Estimated Minimum Quantity: 156 each for the base award.

• Offer Due Date: 2026MAR22 01:00am

• Submission: Proposals must acknowledge the ability to support the requirement for the full five-year period.

• Evaluation: The government will evaluate time of delivery. Offers proposing an earlier delivery schedule than the objective schedule will be evaluated.

• Acquisition Type: Limited Sources to Honeywell International, Inc. and Sherwood Avionics and Accessories, Inc. IAW 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2).

• Flight Safety/Critical Safety Item: Not required.

• First Article Test (FAT): Not required.

• Production Lot Testing (PLT): Not required.

• Accelerated delivery is encouraged at no additional cost to the government.

• This solicitation is a Request for Proposal (RFP).

Amendment / Modification

This amendment (0001) to Solicitation SPRRA1-26-R-0018 modifies the solicitation as follows:

• Commercial Items Addendum (Section A-28): The "Commercial Items Addendum to 52.212-4" clause has been updated. Specific clauses now take precedence over the standard language, including 52.246-2, 52.246-11, 52.211-5, and 52.215-21.

• Agency Protest Clause: An agency protest clause has been added to Section L of the contract.

• Added Clauses: Several new clauses have been added, including but not limited to: 252.225-7001, 252.227-7016, 252.227-7030, 252.227-7037, 252.219-7003, 52.215-21, 52.232-39, 52.203-13, 52.204-19, 252.203-7005, 252.204-7008, 52.209-7, 52.216-1, 52.233-2, 52.211-14, 52.252-1, 52.204-10, 52.209-9, 52.219-9, 52.219-28, 52.222-19, 52.222-35, 52.222-36, 52.222-37, 52.222-40, 52.222-50, 52.222-54, 52.225-13, 52.226-8, and 52.232-33.

• Deleted Clauses: Several clauses have been deleted, including: 52.215-14, 252.219-7004, 252.219-7011, 252.225-7040, 252.239-7001, 252.245-7005, 252.247-7023, and 52.212-5.

• CLIN B Paragraph 3 Language Change: The language regarding the government's intent to procure a minimum quantity has been revised. The government intends to issue a delivery order for 156 each at the time the IDR is awarded, but is not obligated to issue any orders.

• CLIN B Paragraph 7 Language Change: The language regarding offerors ensuring offers are provided on all quantities has been clarified.

• CLIN B Deletion: The sentence "THE ESTIMATED (E) QUANTITY LISTED HEREIN DOES NOT COMMIT THE GOVERNMENT TO ORDER THAT OR ANY QUANTITY ABOVE THE MINIMUM QUANTITY." has been deleted.

• Proposal Due Date Extension: The proposal due date has been extended from March 22, 2026, to April 2, 2026.

The proposal due date has been extended to April 2, 2026. Offerors should review all added and deleted clauses, as well as the revised language in Section A and B, to ensure their proposals are compliant.
