Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal services to provide Emergency Physicians to support the mission of the Indian Health Service (IHS) at the Northern Navajo Medical Center in Shiprock, New Mexico.

• The contractor shall provide a minimum of three (3) Emergency Physicians with nocturnist capabilities.

• Services will be performed in the Emergency Department and the SuperTrack area.

• Duties include managing patient needs, providing professional medical services, and direct patient care in accordance with contract requirements, Shiprock Service Unit Medical Staff By-Laws, and established standards of care.

• Key Personnel will consult with ED/SuperTrack staff and specialists, ensure proper patient care, review clinical records, and coordinate with the Chief of Emergency Medicine/SuperTrack.

• The contractor is responsible for scheduling Key Personnel to meet 100% of contracted service hours, including days, evenings, nights, weekends, and holidays.

• Urgent or short-notice staffing needs must be met within 24 hours.

• Performance will be evaluated based on standards in the contract and the Performance Requirements Summary (PRS).

• Key indicators include Competency, Compliance, Patient Outcomes, Professionalism, Credentialing, Documentation, and Service Quality.

• Specific standards include performing 100% of required tasks, 100% compliance with IHS policies, no reports of breached patient safety or infection control, adherence to the Code of Ethics, uninterrupted credentialing, 100% of medical records meeting established standards (timeliness, legibility, accuracy, etc.), and satisfaction with service quality.

• Payment may be reduced or withheld for incomplete or unacceptable work, or inaccurate/incomplete medical records.

• Contractor performance will be evaluated using the Contractor's Performance Assessment Report (CPAR).

• Period of Performance: Base period and subsequent option periods, as specified in the Schedule of Services (2026-2027).

• Place of Performance: Navajo Area Indian Health Service (NAIHS), Shiprock Service Unit - Northern Navajo Medical Center (NNMC), Shiprock, New Mexico.

• Contractor Furnished Property: Uniforms, lab coats, and personal medical instruments (e.g., stethoscope, scissors) are contractor-furnished.

• Government Furnished: Information, equipment, supplies, and clinic space will be provided by the Government. The Government will also furnish Personal Protective Equipment (PPE) and facility-specific identification badges.

• Training: Facility-specific orientation/training will be provided if necessary to improve service quality or meet mandates.

• Contractor Qualification Requirements: Key Personnel must be board-certified or board-eligible Emergency Physicians with at least three years of experience (rural, resource-limited, or IHS settings preferred), 500 hours of recent emergency department practice, and hold a valid, unrestricted license. Current BLS, ACLS, PALS, and ATLS certifications are mandatory.

• Health Requirements: Fitness for duty certificate, disclosure of malpractice claims, and adherence to immunization requirements (Rubella, Mumps, Measles, Hepatitis B, Td, TB, Flu vaccination) are required.

• Background Checks: Level I and Level II background checks are required for Key Personnel.

• Conduct: Key Personnel must comply with Federal laws, regulations, and facility policies, including HIPAA and IT security policies.

• Professional Conduct: Emphasizes patient well-being, confidentiality, cultural competency, and teamwork.

• Local Awareness: Respect for American Indian and Alaska Native practices is required.

• Language: Key Personnel must read, understand, speak, and write English and be respectful of local culture.

• Information Technology Skills: Basic computer skills are required.

• Order of Precedence: In case of conflict, the order is Contract, PWS, and PWS attachments/exhibits.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for Non-Personal Healthcare Services for one (1) Physician in the Emergency Department at Northern Navajo Medical Center (NNMC). A separate written solicitation will not be issued. The acquisition is an Indian Small Business Economic Enterprise set-aside.

• Provision of Non-Personal Healthcare Services for one (1) Physician in the Emergency Department.
