This is a combined synopsis/solicitation for commercial products and services for the Ohio County EWP Streambank Stabilization project in West Virginia. The government is seeking to establish a Firm Fixed-Price contract for this effort. The project involves streambank stabilization at two sites: Sharon Hollow Road (Site 1) and Ohley Hollow Road (Site 2).

• Clearing designated areas, including removal and disposal of trees, logs, stumps, shrubs, and brush.

• Shaping of the channel.

• Installing erosion control measures.

• Preparing areas for treatment, including furnishing and placing seed, sprigs, mulch, fertilizer, inoculant, and lime.

• Mobilization and demobilization of contractor forces and equipment.

• Establishing traffic control.

• Removal of surface and ground water as necessary.

• Excavation and disposal of excavated materials.

• Construction of earth embankments and backfills.

• Specific tasks include Seeding and Mulching, Mobilization and Demobilization, Rock Riprap, Grout for Rock Riprap (Site 1), and Gabions (Site 2).

• Contract Type: Firm Fixed Price.

• Period of Performance: 70 Days After Notice to Proceed.

• Estimated Total Value: Between $125,000.00 and $175,000.00.

• Bids are due by 12:00 p.m. CST on June 17, 2026.

• A bid bond of 20% of the bid price is required.

• A Payment Bond (SF-25A), Irrevocable Letter of Credit (ILC), or Tripartite Escrow Agreement for 100% of the project cost is required within 10 calendar days of award.

• Award will be made to the responsible bidder whose bid is most advantageous to the Government, considering only price.

• Evaluation will consider price, potential unbalanced pricing, and unrealistically low pricing.

• This acquisition is a 100% total small business set-aside.
