Solicitation / RFP / RFQ

This Broad Agency Announcement (BAA) from the Naval Research Laboratory (NRL) solicits proposals for basic and applied scientific research. The NRL conducts research and development for the Navy in various scientific and technical disciplines, focusing on maritime applications of new and improved materials, techniques, equipment, systems, and space sciences. This BAA is an expression of interest and does not commit the Government to make an award or pay for proposal preparation costs. It is intended to fund research related to specific topics outlined within the announcement, emphasizing advancements for Navy and Marine Corps operations.

• The BAA covers science and technology (S&T) projects, including basic research, applied research, and advanced technology development. It may also include advanced component development and prototypes.

• Proposals are not for the acquisition of technical, engineering, and other types of support services.

• Offerors must submit a white paper (WP) first, which will be evaluated. Those deemed of value will be invited to submit a full proposal.

• Awards may take the form of contracts, grants, cooperative agreements, technology investment agreements, and other transaction agreements.

• The funded amount and period of performance will vary based on the research area and technical approach.

• White papers are continuously accepted and should be submitted via email to the Technical Point of Contact (TPOC) for each topic.

• Full proposals are by invitation only, following a positive evaluation of the white paper.

• Proposals will be evaluated based on scientific and technical merit, potential Naval relevance and contribution to the NRL mission, and availability of funds. Cost realism and reasonableness will also be considered.

• Key Dates: The announcement remains open for approximately one year from the publication date, or until replaced by a successor BAA. White papers can be submitted anytime during this period.

• All responsible sources from academia, industry, and the research community are eligible.

• Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged.

• No portion of this BAA will be set aside for Small Business or other socio-economic participation.

• Federally Funded Research & Development Centers (FFRDCs), including Department of Energy National Laboratories, are not eligible to receive awards directly but may team with eligible applicants.

• Navy laboratories, military universities, and warfare centers are also not eligible to receive awards directly.

• The NAICS code for contracts is 541715 with a small business size standard of 1,000 employees.

• Cost sharing is not expected but may be considered if proposed voluntarily.

• Offerors must be registered in the System for Award Management (SAM) prior to submission.
