The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, WA, is requesting proposals for a service contract to provide training to military and civilian security forces supporting sensitive operations within the Controlled Industrial Area (CIA). This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Nationally Recognized Testing Laboratory (NRTL) field evaluation services for Government-owned Industrial Plant Equipment (IPE) and portable tools to verify compliance with Occupational Safety and Health Administration (OSHA) standards, National Electrical Code (NEC), and National Fire Protection Association (NFPA) requirements.

• Conduct third-party field evaluations of Government-owned IPE and portable tools.

• Verify compliance with OSHA regulations (29 CFR Part 1910), NEC, and NFPA requirements.

• Ensure equipment and component parts meet applicable safety and technical standards.

• Label compliant equipment with a NRTL registered certification mark.

• Provide NRTL field evaluation reports detailing findings, deficiencies, and resolution methods.

• Equipment must be in compliance with applicable OSHA, NEC, and NFPA standards.

• Field evaluation reports must be provided within 10 business days of the service visit.

• NRTL registered certification marks must be applied immediately upon approval.

• Period of Performance: 60 days after date of award.

• Place of Performance: Building 73, Naval Base Coronado, Naval Air Station North Island, San Diego, CA 92135.

• Contractor personnel must be trained and qualified employees of an OSHA-recognized NRTL.

• Contractor must comply with all Federal NRTL requirements (OSHA, NFPA, FCC).

• Offerors must include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFP. Proposals taking exception may not be excluded from consideration.

To obtain Nationally Recognized Testing Laboratory (NRTL) field evaluation services for Government-owned Industrial Plant Equipment (IPE) and portable tools to verify compliance with Occupational Safety and Health Administration (OSHA) standards, National Electrical Code (NEC), and National Fire Protection Association (NFPA) requirements.

• The contractor shall furnish all necessary personnel, equipment, supplies, facilities, transportation, tools, and materials, except for Government-furnished property and services.

• Equipment must be in compliance with applicable OSHA, NEC, and NFPA standards.

• Field evaluation reports must be provided within 10 business days of the service visit.

• NRTL registered certification marks must be applied immediately upon approval.

• Performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP).

• Period of Performance: 60 days after date of award.

• Place of Performance: Production facility within Building 73, Naval Base Coronado, Naval Air Station North Island, San Diego, CA 92135.

• Hours of Operation: Monday-Friday, 7:20 a.m. - 4:02 p.m., excluding Federal holidays and Government-directed facility closings.

• Contractor personnel must be trained and qualified employees of an OSHA-recognized NRTL.

• Contractor must comply with all applicable Federal NTRL requirements (OSHA, NFPA, FCC).

• Contractor must comply with security requirements, including badging and access procedures.

• Contractor is responsible for safeguarding Government equipment, information, and property.

• Contractor must provide all electronics, diagnostic devices, and small tools for inspections.
