The Naval Surface Warfare Center Philadelphia Division (NSWCPD) hosted an Industry Day for the upcoming Big Blue IV (BB4) Multiple Award Contract (MAC), which will support the transition of Hull, Mechanical & Electrical (HM&E) machinery technology to the U.S. Navy fleet and Navy Modernization Programs. Purpose & Scope

The BB4 MAC aims to provide installation and technical services for upgrading HM&E systems and deploying technologies to enhance availability, reliability, and ship mission readiness. The scope includes mid- to large-level modernization projects such as structural, outfitting, piping, ventilation, and electrical system modifications, as well as equipment repair and testing. Work will be performed at CONUS and OCONUS locations across various platforms including Surface Ships, Submarines, Carriers, Amphibious vessels, Foreign Military Sales (FMS), and Military Sealift Command (MSC) platforms. Services encompass design, development, testing, system integration, installation support, logistics, training, and program management.

Contract Details

The BB4 MAC is anticipated to be a 5-year base contract with five 1-year option periods. The projected Level of Effort (LOE) is approximately 1.3 million labor hours per year, with an estimated 85% Government Site and 15% Contractor Site work location. The solicitation will be under unrestricted, full, and open competition, with any set-aside decisions made at the task order level. Contractors will not be allowed to propose fee on non-labor costs (excluding travel). Effective November 10, 2025, Cybersecurity Maturity Model Certification (CMMC) Level 2 will be required for contracts involving CUI or FCI, with C3PAO assessment needed by November 2026. Prime contractors will be awarded a base contract, and individual Task Orders will be competed among MAC holders.

Timeline & Response

The Industry Day was held virtually on March 18, 2026. Advance questions were due by March 13, 2026. The RFP release is anticipated in Q4 FY26, with the RFP closing in Q1 FY27 and contract award in Q2 FY28. The RFP will be issued through PIEE and SAM.gov.
