Purpose & Scope

DHS OHS is seeking an Occ Health EHR/MIS to support the health and readiness of approximately 200,000 DHS civilian personnel, particularly those in law enforcement and safety-sensitive roles, across their full employment lifecycle. The system will serve as the authoritative occupational health record, supporting direct care clinics and external provider reviews, combining clinical documentation with robust medical surveillance, longitudinal case management, and exposure-informed decision support. It must operate securely across a multi-component, high-risk, and geographically dispersed workforce.

Key Requirements & Capabilities

The desired system should:

  • Serve as a single, authoritative occupational health record for each employee.
  • Support a wide range of occupational health activities, including employee health examinations, workplace injury/illness/exposure documentation, drug/alcohol testing, immunizations, and medical readiness clearance management.
  • Enable longitudinal data views and reuse of exam/surveillance data.
  • Feature granular role-based access controls and ensure data privacy (compliant with OSHA, ADA, GINA, HIPAA, FISMA).
  • Provide a configurable medical surveillance engine and support exposure-informed decision-making.
  • Be a commercially available, configurable platform deployable within the DHS cloud environment, with an integrated architecture (core EHR, occupational/exposure data, CRM-style case management).
  • Support standards-based interoperability and integration with existing DHS systems (HR, identity management, laboratory, analytics).
  • Demonstrate scalability, configurability, and user adoption.
  • Adhere to a configuration-first approach, avoiding extensive custom development.
  • Ensure all DHS data resides within the DHS cloud environment and the continental United States.
