Quick Summary
The Department of the Air Force is conducting market research through a Sources Sought notice for Local Telecommunication Services (LTS) and Long-Distance Telecommunication Services (LDTS) at Offutt Air Force Base, NE. This notice aims to understand the commercial telecommunication industry and identify potential vendors for future contract actions. Responses are due by June 30, 2026.
Purpose & Scope
This is a market research effort only; no contract will result directly from this notice. The information gathered will inform potential future contract actions for ongoing LTS and LDTS requirements. The attached Performance Work Statement (PWS) details the scope, which includes essential LTS, LDTS, and International Telecommunication Services (ITS) for Offutt AFB, NE, requiring 24/7/365 support.
Key aspects of the required services include:
- Providing all labor, tools, facilities, materials, and services for local access to designated circuit demarcation points.
- Ensuring equipment, wiring, and infrastructure are compatible with the Government's current setup.
- Access to the local exchange, including operator assistance functions.
- Programming, provisioning, and delivering a Session Initiation Protocol (SIP) trunk compatible with Offutt's existing 20,000 phone numbers.
- Installation of transmission equipment and cables for local exchange access and transport service circuits to Government-provided floor space.
- Coordination with the Government Point of Contact (POC) for installations; aerial cable installations are not authorized.
Performance Requirements
Performance standards include stringent Outage Management protocols with varying response and restoration times based on outage severity (e.g., 1-hour response for catastrophic/emergency outages). Performance Thresholds require 99.9% availability for continuous local phone service and 100% timely notification, response, and restoration for all outage types. Grade of Service must meet end-to-end Quality of Service (QoS) for packetized voice traffic according to International Telecommunication Union (ITU) standards.
Submission Requirements
Interested parties shall submit a response, 1-5 pages in length (Microsoft Word or PDF), via email. Submissions must include:

- Technical Capability: Demonstration of ability to perform a project of similar scope, with an option to include comments or questions.
