Sources Sought Notice

This notice is for planning purposes to identify potential sources, including Small Businesses, for the Tactical Vehicle Maneuver Lane Improvement project at Camp James A. Garfield Joint Military Training Center (CJAG). The Ohio Army National Guard (OHARNG) intends to solicit and award a contract for these improvements.

The project involves improving existing railbeds to increase access for tactical vehicles to training areas. Key tasks include:

• Hardening the trail surface with stone.
• Replacing and installing culverts.
• Implementing drainage improvements (ditches, rock check dams).
• The trail must accommodate tractor trailers hauling heavy, tracked military equipment and support the weight of an M1A1 Abrams battle tank (approx. 80 tons).

Interested parties must provide written notice of their intent to submit a proposal as a prime contractor no later than May 1, 2026. This notification should not exceed five pages and must include:

1. A positive statement of intent to bid as a prime contractor.
2. A completed and signed Source Sought Information Request Form.
3. Evidence of experience completing similar projects for government and/or private industry.
4. Evidence of active registration in the System for Award Management (SAM), including DUNS Number and/or CAGE Code.

This notice seeks to identify interested Small Business sources. If adequate Small Business contractors are not available for competition, the project may be advertised as unrestricted.
