Statement of Work (SOW) / Performance Work Statement (PWS)

To supply and install carpet, luxury vinyl flooring, and repair and refinish wood floors at two locations within Olympic National Park: the Christianson House in Lake Quinault, WA, and the Mora Residence in Mora, WA.

Christianson House (Contract Line-Item No. 00010):

• Demo: Remove and dispose of all existing carpet, padding, and tack strips. Ensure subfloor is clean and free of debris.
• Carpeting: Install closed loop berber style carpet (Shaw, Pure and Simple, Nature's Mist or approved equal) on 7/16-inch thick, high-density rebonded foam padding in stairs and all bedrooms/closets. Requires a minimum 20-year warranty on performance and installation. Baseboard may need adjustment.
• Wood Floor Refinishing: Inspect, prepare, repair (replace boards, secure loose boards, fill gaps), sand, stain (match existing), and finish existing hardwood floors using BONA process or approved equal.
• Attachments: See Attachment 1 for floor layout and Attachment 2 for pictures.

Mora Residence (Contract Line-Item No. 00020):

• Demo: Remove and dispose of all existing carpet and other flooring, including padding and tack strips. Ensure subfloor is clean and free of debris.
• Carpeting: Install closed loop berber style carpet (Shaw, Pure and Simple, Nature's Mist or approved equal) in all bedrooms and associated closets on 7/16-inch thick, high-density rebonded foam padding. Requires a minimum 20-year warranty on performance and installation. Baseboard may need adjustment.
• Vinyl Flooring: Install luxury vinyl plank flooring (National Flooring Products, Tuff Core, Bryanston #838 RE-LAM or approved equal) in the entrance, entrance way closet, hallway, hallway closet, dining room, kitchen, and bathrooms. Requires a minimum 1-year installation warranty and 10-year performance warranty. Vinyl base board molding to be removed and replaced with wood base board stained to match existing.
• Attachments: See Attachment 3 for floor plan layout and Attachment 4 for pictures.

General Contractor Responsibilities:

• Verify quantities of all materials.

• Provide carpet and vinyl plank flooring samples for color selection.

• Submit proposed wood floor refinishing steps and products.

• Supply all equipment, labor, and materials.

• Clean work area of debris upon completion.

• Coordinate work schedule with the Contracting Officer's Representative (COR).

• Government will provide removal of furniture, stoves, fridges, and toilets upon request before flooring installation.

• Carpet and padding: Minimum 20-year warranty on performance and installation.

• Vinyl flooring: Minimum 1-year installation warranty and 10-year performance warranty.

• Wood floor refinishing to match existing stain.

• Final inspection and acceptance by COR or designated Park staff.

• Period of Performance: April 1, 2026 – May 8, 2026

• Work Hours: 7:00 AM to 7:00 PM, Monday through Friday, excluding Federal Holidays.

• Locations: Christianson House, Lake Quinault, WA; Mora Residence, Mora, WA.

• Safety: Contractor must comply with general safety requirements including adequate first aid equipment and training, appropriate PPE, proper handling and reporting of hazardous materials, and submission of a Site-Specific Safety Plan (SSSP). This includes emergency response plans, Job Hazard Analyses (JHAs), weekly safety inspections, and weekly safety meetings. Compliance with NFPA 241 for fire prevention is required. Emergency contacts and reporting procedures are detailed.

• Subcontractors: Must be included in all safety items.

• Coordination: Work-start schedule to be coordinated with COR at least 3 days in advance.
